Doing business
Finland has been actively supporting Ukraine in its confrontation with russia, providing significant military and financial assistance. Since the beginning of russia’s full-scale invasion, Finland has supplied Ukraine with €2.3 billion worth of defense equipment, including modern weapons, ammunition and military gear. In addition, the Republic of Finland participates in the training of the Ukrainian military under joint EU and NATO programs.
In 2024, Finland continued to support Ukraine by providing several military assistance packages:
Finland participates in an armored coalition to support Ukraine together with Poland, Germany, and Italy, as well as in an information technology coalition led by Estonia and Luxembourg. In addition, the country joined the Czech initiative to purchase ammunition for the Armed Forces of Ukraine. The Ukrainian defenders are armed with Finnish-made Sisu XA-180 armored personnel carriers and Leopard 2R engineering vehicles, based on the Leopard 2 tank.
Finnish instructors have trained thousands of Ukrainian military personnel, both in Finland and abroad, and continue to provide assistance in training for the Armed Forces of Ukraine. The training program includes basic training, special forces training, medical training, leadership, as well as infantry and anti-tank training.
In October 2024, Ukraine and Finland initiated the creation of a civil defense coalition to design and build modern shelters in Ukraine. During his visit to Helsinki, Prime Minister of Ukraine Denys Shmyhal toured the Merihaka civil defense shelter, seeking to use Finnish experience to build similar shelters in Ukraine. Together with Finland, it is planned to attract partners for the implementation of such projects.
The Republic of Finland has also provided Ukraine with 200 transformers and 500 generators of various types, as well as 8,000 units of related power equipment. In addition, Finland has allocated €5 million to improve the energy efficiency of schools, kindergartens, and hospitals.
In February 2025, Finland allocated €4.5 million to the Fund “Partnership for a Strong Ukraine” to support the restoration of social and civil infrastructure, as well as to promote Ukraine’s European integration in the period 2025-2027.
Finland has been supporting Ukraine’s humanitarian needs since the first day of russian aggression and continues to do so. The Finnish government has decided to provide €16 million in humanitarian aid to support Ukrainians affected by the war, including those in the frontline regions.
On March 12, 2025, Finnish Foreign Minister Elina Valtonen announced that Finland would be part of a “coalition of the willing” to support Ukraine’s security. This coalition, proposed by British Prime Minister Keir Starmer, is aimed at developing plans to help Ukraine in the event of a peace agreement to end the conflict with russia. Valtonen emphasized Finland’s readiness to contribute to the security of Ukraine and Europe as a whole.
Therefore, in 2024, Finland significantly strengthened its support for Ukraine, providing both military and financial assistance to strengthen its defense capabilities and help restore the country.
The development of mutually beneficial trade and economic cooperation also remains an important priority for the two countries. The analysis of export and import operations of the Dnipropetrovsk region with Finland demonstrates a high level of partnership, as this country is an important trading partner of the region.
According to the results of 2024, the volume of exports of goods from Dnipropetrovsk region amounted to $7.6 million and increased by 5.6% compared to 2023. Among the goods in demand among Finnish consumers are natural and faux fur, ferrous metals and products thereof, seeds and fruits of oilseeds, machinery and equipment, etc.
About 20 companies from Dnipropetrovsk region carried out export operations. The main exporting companies are enterprises of the metallurgical complex, processing industry, agricultural and machine-building enterprises.

Imports of goods from Finland to Dnipropetrovsk region amounted to $23.6 million and decreased by 3.7% compared to 2023. Traditionally, Dnipropetrovsk region purchased paper and cardboard, pharmaceuticals, oil and oil products, fertilizers, and other goods.
Import operations were carried out by about 60 companies.
