Strong partnership: Luxembourg’s contribution to Ukraine’s rebuilding

Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by The Kingdom of the Sweden and the foreign trade volume    figures, which is derived from DIABASE data.

Despite its modest size, Luxembourg has shown significant support for Ukraine, helping to strengthen its defense capabilities and resilience. In 2024–2025, the Grand Duchy continued to actively support Ukraine in its fight against russian aggression, providing significant military, humanitarian, and financial assistance.

Ten-year security agreement

On July 10, 2024, Ukraine and Luxembourg signed a security agreement that provides for long-term support in the areas of security, cybersecurity, satellite technology, humanitarian aid, and reforms over a period of 10 years. Luxembourg confirmed its support for Ukraine’s future membership in the EU and NATO and committed to providing military assistance at the same level as in previous years — €80 million in 2024.

Military assistance

From 2022 to 2025, Luxembourg provided Ukraine with military aid worth over €259 million, which represents a significant share of its defense budget. In 2025, the amount of military support was increased to €120 million.

Main deliveries:

  • 610 machine guns, 4,000 assault rifles, 80 large-caliber machine guns;
  • 144 NLAW anti-tank missiles;
  • over 18 million rounds of ammunition;
  • 22,000 gas masks, 5,000 body armor vests, 5,650 helmets;
  • over 1,000 night vision devices, 44 thermal imagers;
  • 39 drones;
  • 42 armored vehicles, 34 armored ambulances, 17 off-road vehicles.

In addition, Luxembourg has provided €5 million for the purchase of CAESAR self-propelled artillery systems for Ukraine.

Participation in international initiatives

Luxembourg actively supports international coalitions aimed at strengthening Ukraine’s defense capabilities:

  • €12.4 million to the NATO assistance package for Ukraine;
  • €17.5 million to the IT coalition;
  • €6.5 million to the aviation coalition;
  • €5 million to the artillery coalition;
  • €3.4 million to the drone coalition;
  • €1.8 million for the joint purchase of 155 mm shells through the European Defense Agency.

Financial and humanitarian assistance

The total amount of aid provided by Luxembourg to Ukraine since 2022 has exceeded €550 million, including:

  • €96.2 million for humanitarian needs and food security;
  • €196 million to support internally displaced persons;
  • €80 million for energy support through the Ukraine Energy Support Fund;
  • €14.4 million transferred to UNICEF and the Red Cross;
  • €16 million for demining;
  • €1 million to the Olena Zelenska Fund to support the mental health of children affected by the war.

At the same time, a large-scale five-year program called “KRYTSIA: Support for Recovery in Kryvyi Rih raion,” which is being implemented by the Luxembourg development agency LuxDev and the company PROMAN with funding from the Grand Duchy of Luxembourg. The total budget for the program is €56 million. As part of this program, about 40 projects aimed at the economic and social recovery of Kryvyi Rih and the Kryvyi Rih region are already being implemented.

For over 10 years, the Luxembourg charity fund LUkraine has been helping people who found themselves in difficult situations during the war, sending humanitarian and medical aid to frontline regions. In 2024, the fund provided assistance to educational institutions in Dnipropetrovsk region, including furniture, school boards, equipment, and stationery. The furniture and equipment were sent to institutions to set up shelters, as well as to those institutions that suffered from russian attacks.

In addition, the regional hospital for war veterans received aid. The facility received medical equipment, technical means of caring for seriously ill patients, medical instruments, and disinfectants. All this will help provide military personnel with quality medical care, ranging from diagnostics and physical treatment to psychological rehabilitation.

Luxembourg remains an important trading partner for Dnipropetrovsk region. The high level of partnership is shown by bilateral analysis of foreign activity.

Luxembourg companies are interested in plastics and polymers, parts for railway locomotives, machinery and equipment. According to the results of 2024, the volume of exports of goods from Dnipropetrovsk region amounted to $1.45 million, an increase of 2.6 times compared to 2023.

4 companies in Dnipropetrovsk region exported their products to the Luxembourg market, including metallurgical, engineering, and processing companies.

Imports of goods from Luxembourg to Dnipropetrovsk region decreased by 11.5% compared to 2023 and amounted to $2.4 million.

About 20 import companies in the region purchased tools, cutlery, machinery and equipment, ferrous metals and products made from them, etc.

Import operations were mainly carried out by enterprises in the metallurgical and processing industries and machine-building companies.
