Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by the Portuguese Republic and the foreign trade volume figures, which is derived from DIABASE data.
The Portuguese Republic demonstrates systematic and solidary support for Ukraine, encompassing both the provision of material resources and active participation on the international political stage. For the fourth consecutive year, Lisbon has been providing Kyiv with comprehensive assistance — financial, military, political and humanitarian.
On May 28, 2024, Ukraine signed a bilateral security agreement with Portugal — the twelfth in a series launched on January 12, 2024. These agreements are part of the implementation of the Joint Declaration of Support for Ukraine, signed by the G7 countries on July 12, 2023. The agreement includes military aid, cooperation in the defense industry, humanitarian support, sanctions against russia and mechanisms for holding the aggressor accountable.
During the first year of the agreement, Lisbon not only fulfilled but exceeded its military support commitments, allocating €226 million instead of the initially planned €126 million. Ukraine has already received a significant quantity of weapons: Leopard 2A6 tanks, SA-330 Puma and Ka-32 helicopters, M113 armored personnel carriers, mortars and artillery systems.
As part of the humanitarian initiative Grain from Ukraine, Portugal contributed €7 million to address the global food crisis caused by russia’s full-scale war against Ukraine. Additionally, the country supports the restoration of educational institutions and the development of Ukrainian education, as well as joins international coalitions aimed at holding russia accountable.
Portugal also participates in European initiatives focused on using frozen russian assets to support Ukraine — particularly to provide military assistance and invest in Ukraine’s defense industry. In 2024, under the International Coalition for the Return of Ukrainian Children, the country contributed to the return of nearly 600 children illegally deported to russia.
Since 2022, Ukraine has been actively cooperating with the Portuguese defense company Tekever, which specializes in manufacturing reconnaissance drones. According to the company, the use of its UAVs has enabled the Armed Forces of Ukraine to inflict over $4 billion in damage to the enemy, including the destruction of two S-400 air defense systems. In April 2025, Tekever announced the opening of a representative office in Ukraine, which will enable faster drone maintenance, expanded operator training capabilities, and enhanced collaboration with Ukraine’s defense industry.
In July 2025, Portugal allocated an additional €21.45 million to support Ukraine. Of this, €954,000 was designated for training Ukrainian F-16 fighter pilots under the F-16 Air Force Capability Coalition. Another €20.5 million was allocated to provide the Armed Forces of Ukraine with satellite intelligence data — including both optical imagery and synthetic aperture radar (SAR) data.
Portugal is also participating in the EU Military Assistance Mission in support of Ukraine (EUMAM). Since 2022, more than 75,000 Ukrainian service members have been trained under this program. Portugal has contributed by deploying up to 20 military instructors to the mission.
The development of mutually beneficial trade and economic cooperation remains a key priority for both countries. An analysis of export and import operations between Dnipropetrovsk region and Portugal demonstrates a high level of partnership, with Portugal being an important trade partner for the region.
In 2024, the export volume of goods from Dnipropetrovsk region amounted to $4.7 million, marking a 46.3% decrease compared to 2023. Among the goods in demand among Portuguese consumers are ferrous metals and products thereof, cereals, fats and vegetable oils, plastics and polymers, among others.
Export operations were carried out by about 20 enterprises from Dnipropetrovsk region. The main exporting companies – are metallurgical, agricultural, engineering, processing enterprises.

Imports of goods from Portugal to Dnipropetrovsk region amounted to $5.1 million and increased by 55.8% compared to 2023. Dnipropetrovsk region traditionally bought: alcoholic and non-alcoholic bevarages, pharmaceutical products, fish and crustaceans, vegetable processing products, electric machines, essential oils and others.
Import operations were carried out by more than 50 importer enterprises.
