Government adopts measures to support business in agriculture, fisheries, defence and investment projects

Cabinet of Ministers meeting, several key decisions were adopted to support entrepreneurs across various sectors.

Agriculture

Until 31 March 2027, farmers can extend loans under the “5-7-9%” programme for agreements signed between 2022 and 2025. This will prevent default risks in 2026, ensuring stable agribusiness operations despite the war, including continued planting, harvesting, and rebuilding damaged farms.

Fisheries

The fisheries sector will now be managed through an electronic system. The Government approved the operation, content, and maintenance of the Unified State Electronic Fisheries Management System, eFisheries. This automation will enable faster document processing and permit acquisition, reducing bureaucracy. Through eFisheries, businesses will access up-to-date resource and regulatory information, cutting costs on paper-based administration.

Defence sector

The electronic register for participants and executors of Ministry of Defence state contracts has been restored after its suspension following the liquidation of the Ministry of Strategic Industries. The Ministry of Defence is now the register’s owner and administrator. Additionally, mechanisms for ammunition production and supply have been improved, allowing codification of non-explosive components and simplifying testing and codification procedures.

Investment projects

Procedures for investors implementing projects worth EUR 12 million or more have been simplified. The deadline for submitting information on goods and their quantities has been extended from 5 days to 12 months. Equipment costs can now be reported in the contract currency and UAH (based on the NBU exchange rate at submission), avoiding discrepancies in customs documents.
