Greece and Ukraine: a partnership in war and reconstruction

Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by Greece and the foreign trade volume figures, which is derived from DIABASE data.

Despite its own security and economic challenges, Greece has consistently supported Ukraine in its war with russia. Athens has joined international defense initiatives assisted with the supply of weapons through partners. Along with this, Greece has provided energy and humanitarian aid and has also been active at the diplomatic level in support of Ukrainian sovereignty and its European integration course.

Greece officially supports the EU’s sanctions policy against russia and has repeatedly confirmed its solidarity with other European Union`s states on this issue. Athens voted for all packages of restrictive measures introduced by Brussels in 2022-2025, despite the fact that this also affected its economic interests (in particular in the shipping and energy sectors).

In addition, the Hellenic Republic supports bringing russia to international responsibility for war crimes against Ukraine. Athens advocates for an investigation within the International Criminal Court and participated in the creation of a special register of damages caused by the russian federation.

In October 2024, Ukraine and Greece signed a ten-year agreement on cooperation in the field of security and defense. The document provides for the training of Ukrainian pilots and technical staff for F-16 Fighting Falcon, the supply of weapons and military equipment, as well as the expansion of logistical assistance programs. As a separate block, the agreement includes support for the restoration of Ukrainian energy and critical infrastructure. The document also provides for economic partnership, as well as interaction between Kyiv and Athens in the fields of culture, education and art.

Greece has joined several key international defense initiatives in support of Ukraine:

  • F-16 Coalition («Ocean’s 11») — Greece has joined a multinational group of countries that ensure training for Ukrainian pilots and technical staff for F-16 Fighting Falcon. Athens provided training facilities and instructors.
  • Missile aid (Sea Sparrow) – within the framework of joint agreements with partners Greece transferred Sea Sparrow anti-aircraft missiles to Ukraine which are compatible with Ukrainian launchers.
  • European defense initiatives of the EU and NATO – Athens has supported a multi-year program of assistance to Ukraine through the European Peace Facility and also participated in the EU Military Assistance Mission to Ukraine (EUMAM Ukraine) which coordinates the training and preparation of the Ukrainian military.
  • Joint recovery projects of the infrastructure energy – although this is rather the “civil defense” component than military Greece has committed to assisting in the reconstruction of energy facilities which is the part of comprehensive security support.

The development of mutually beneficial trade and economic cooperation also stays an important priority of the two countries.

In 2024, trade turnover between Ukraine and Greece increased significantly and exceeded $2.5 billion. Ukraine exported products to Greece worth over $409.2 million, which is 60% more than in 2023. The basis of Ukrainian exports was agricultural goods: corn, wheat, soybeans, as well as some metallurgical semi-finished products. Instead, Greek exports to Ukraine reached $2.1 billion, an increase of 50%. The main items were petroleum products, mineral fertilizers and citrus fruits. Thus, the trade balance in 2024 was positive for Greece, and the structure of the exchange clearly reflected the combination of Ukraine’s agricultural potential and Greece’s energy and food specialization.

The volume of exports of goods from the Dnipropetrovsk region amounted to $16.3 million and increased 3.7 times compared to 2023. Enterprises from Greece are most interested in ferrous metals and products made from them, grain crops, meat and edible by-products, etc.

More than 40 enterprises of the Dnipropetrovsk region exported their products to the Greek market, including enterprises of the metallurgical complex, agro-industrial complex, engineering and processing industries.

According to the volume of exported products, the TOP-5 exporter enterprises include the following:

Imports of goods from Greece to the Dnipropetrovsk region increased 2.6 times compared to 2023 and amounted to $140.1 million.

More than 50 enterprises of importers of the region bought Greek goods, namely: oil and its distillation products, edible fruits and nuts, fertilizers, fats and vegetable oils, pharmaceutical products, cereals, and others.

Import operations were mainly carried out by trading, pharmaceutical, food and processing enterprises.
