Interstate support of Ukraine: contribution of Turkey to countering russian aggression

Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by Turkey and the foreign trade volume figures, which is derived from DIABASE data.

Despite the difficult balance in relations with russia, Turkey consistently declares support for the sovereignty and territorial integrity of Ukraine. Also, Turkey does not admit the illegal annexation of Crimea and participates in a number of humanitarian and political initiatives in favor of Ukraine. In addition, cooperation between Kyiv and Ankara covers important areas in the field of security, defense technologies, shipbuilding and energy.

Turkey has been actively providing humanitarian aid to Ukraine, especially during critical periods of energy attacks, escalations on the front and humanitarian crises. The aid has covered the medical sector, energy supply, demining and psychosocial support for victims.

Medical aid

Turkey has passed to Ukraine:

  • Field hospitals and mobile medical modules capable of being deployed in the combat zone or near the front line;
  • Medicines, surgical equipment, antibiotics, dressings;
  • Medical armored vehicles used to evacuate the wounded from the “red” zone;
  • Ukrainian military and civilian wounded were treated in clinics in Ankara, Izmir and Istanbul within the framework of intergovernmental agreements.

Energy aid during the russian attacks

During the autumn-winter of 2023–2024 russian federation missile attacks on Ukrainian energy infrastructure Turkey provided:

  • High-power industrial and mobile generators;
  • Heaters, stoves, thermal blankets, especially for residents of frontline regions (Kharkiv, Kherson, Donetsk);
  • Fuel for power plants, mainly through charitable channels and organizations such as AFAD (Disaster and Emergency Management Authority of Turkey).

Demining assistance

Turkey transferred to Ukraine:

  • Specialized demining equipment (robots, mine detectors, protective suits);
  • Conducted training of Ukrainian specialists, especially in zones where the Russian Federation left large areas of mined territories (Kherson region, Kharkiv region).);
  • In 2024 was launched a Turkish-Ukrainian initiative which also supported by the UN to clear agricultural lands;

Maritime safety and shipbuilding

  • Turkey continued to build naval ships for Ukraine in particular ADA-type corvettes;
  • The construction of the first corvette “Hetman Ivan Mazepa” was finished in 2024. It was completed in Turkey;
  • It is planned to complete the construction of another corvette in Mykolaiv.

Assistance to Dnipropetrovsk region:

  • Humanitarian cargo. Through AFAD, as well as through TİKA (Turkish Cooperation and Coordination Agency), the region received: food parcels, hygiene and disinfection products, clothing, blankets, generators, medical supplies, dressings, first aid kits.
  • Support for medical institutions. In 2024, the Turkey transferred medical equipment and consumable materials to several hospitals in the region, in particular in Dnipro and Kryvyi Rih. Part of this assistance was directed to the rehabilitation of wounded military and civilians.
  • Assistance to internally displaced persons. Turkish organizations financed the renovation of spaces where internally displaced persons were housed and also provided psychological support to women and children who escaped the fighting.
  • Targeted educational initiatives. In several communities of the region (for example, Pavlohrad, Kamianske) Turkey supported projects: providing schools with laptops and generators; assistance with arranging shelters in educational institutions; and providing books, stationery, and backpacks for internally displaced children.

Turkey is one of the main foreign trade partners of the region and ranks 5th place among exporters and 2nd place among worldwide importers. According to the results of 2024 the volume of exports of goods from Dnipropetrovsk region amounted to $388.3 million and increased by 5.4% compared to 2023. Turkish enterprises mostly purchase ferrous metals and products thereof, fats and vegetable oils, cereals, etc.

More than 100 companies of Dnipropetrovsk region exported their products to the Turkish market, including metallurgical, food, machine-building and processing companies.

Imports of goods from Turkey to Dnipropetrovsk region increased by 14.6% compared to 2023 and amounted to $569.3 million.

More than 600 importing companies in the region purchased ferrous metals and products thereof, oil and its distillation products, edible fruits and nuts, inorganic chemical products, etc.

Import operations were mainly carried out by companies in the metallurgical, food, and processing industries and trading companies.
