Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by Slovenia and the foreign trade volume figures, which is derived from DIABASE data.
Slovenia has consistently helped Ukraine, providing military assistance, including armored vehicles and drones, humanitarian, financial, and technical support. The country also actively cooperates with Ukraine in the security sphere, as set out in a bilateral agreement on security guarantees. Slovenia supports Ukraine’s accession to the European Union and NATO and participates in international initiatives aimed at strengthening Ukraine’s defense-industrial complex, in particular through joint procurement of ammunition. In total, since the beginning of the full-scale russian invasion, Slovenian assistance has reached more than €83 million.
Agreement on Security: A Ten-Year Partnership
On July 18, 2024, in the United Kingdom President of Ukraine Volodymyr Zelenskyy and Prime Minister of Slovenia Robert Golob signed an Agreement on Security Cooperation and Long-Term Support between Ukraine and the Republic of Slovenia. Since 2022 Slovenia has already provided Ukraine with 13 packages of military aid and intends to maintain this level of support. The agreement provides not only for the supply of weapons, but the deeper cooperation in the areas of information and cybersecurity, combating serious and organized crime, intelligence and counterintelligence, as well as humanitarian demining. The document clearly provides Slovenia’s comprehensive support for future membership of Ukraine in the EU and NATO.
Humanitarian aid and medical support
Since the beginning of the war, Slovenia has provided more than €9 million in humanitarian aid. Part of these funds went towards medical care. Modern ambulances equipped with everything necessary to save lives have made a significant contribution in the healthcare of Ukrainians. Particularly valuable was the emergency vehicle with an incubator for newborns. It is an important tool for saving the youngest patients affected by the war.
Rebuild and humanitarian demining
Slovenia is actively involved in rebuild of Ukraine. For example, €5 million in grant funds were allocated to rebuild destroyed infrastructure. This is not only financial support, but also a manifestation of deep solidarity and faith in Ukraine’s future. In addition, Ljubljana has allocated €1.5 million for demining territories. This is vital assistance to ensure the safety of the civilian population: children, farmers, infrastructure workers.
Defense industry and military training
Since the beginning of the russian military aggression against Ukraine, Slovenia has transferred a significant amount of armored vehicles and other military equipment to the Armed Forces of Ukraine. Slovenia has also joined the Czech initiative to purchase large-caliber ammunition outside the EU, allocating €1 million for this purpose.
In addition, the country is actively involved in the EU Military Assistance Mission to Ukraine (EUMAM). Slovenian instructors and experts are involved in training Ukrainian military personnel on EU territory, particularly in Germany, where they work at the mission headquarters. The training covers individual, сollective and specialized programmes, including ‘train-the-trainer’ programmes for future Ukrainian instructors.
Economic cooperation and trade support
In July 2025, Slovenia joined the EU initiative to support Ukrainian trade by offering export guarantees through the state agency SID Banka as part of the Ukraine Export Credit Guarantee Facility programme. In addition, Ljubljana expressed its willingness to support key areas of Ukraine’s development: transport, energy, infrastructure, and decentralization as part of long-term cooperation.
The development of bilateral trade and economic cooperation also continues to be an important priority for both countries. An analysis of export and import operations between Dnipropetrovsk region and Slovenia demonstrates a high level of partnership, as Slovenia is an important trading partner for the region.
According to the results of 2024, the volume of exports of goods from Dnipropetrovsk region decreased by 19.3% and amounted to $8.96 million. The region’s share of all Ukrainian exports to Slovenia is 14%. Goods in demand among Slovenian consumers include railway locomotive parts, ferrous metals and products thereof, edible fruits and nuts, sugar and sugar confectionery, etc.
Export operations were carried out by 20 enterprises from Dnipropetrovsk region. The main exporting companies are the metallurgical complex, processing industry and mechanical engineering.

Dnipropetrovsk region stays a key consumer of Slovenian goods in Ukraine, accounting for over 22% of imports from Slovenia. In 2024, the volume of supplies amounted to $59.8 million, which is 7.3% lower than a year earlier. Dnipropetrovsk region traditionally purchased pharmaceutical products, ferrous metals, food products, various chemical products, machinery and equipment and other goods.
