Transport standards 2026: safe transportation and investment proposals for the region

Safe rules for commercial transport are designed to ensure high-quality logistics, primarily towards EU countries, and to align Ukrainian regulations with EU standards. The aim is to eliminate unnecessary bureaucracy where it is not required while strengthening regulation in segments where risks are the highest.

New rules for driving and rest periods for drivers in Ukraine, aligned with EU standards (Regulation No. 561/2006) and approved by Order No. 1727 of the Ministry of Community and Territorial Development of Ukraine dated December 12, 2025. The document updates the “Regulations on working hours and rest periods for drivers” and will come into force on July 26, 2026..

Compliance with safe working regimes and the mandatory use of tachographs in commercial transport establishes clear driving and rest limits, including: up to 9 hours of driving per day, 56 hours per week, and 90 hours over two consecutive weeks. A 45-minute break is required after 4.5 hours of driving. The rules apply to all commercial drivers regardless of employment status. An important standard for decent rest is also introduced: regular weekly rest must last at least 45 hours outside the vehicle, and night work is limited to 10 hours per shift.

As road transport standards become more stringent, demand rapidly increases for infrastructure capable of ensuring adequate conditions for the rest of drivers: secure off-road parking areas, access to vehicle service facilities and dispatch services.
