Verkhovna Rada of Ukraine adopted the Law of Ukraine “On Ratification of the Grant Agreement between the Government of Ukraine and the Government of the French Republic on Facilitating Support for Critical Infrastructure and Priority Sectors of the Ukrainian Economy” (registration No. 0374). Ratification of the Agreement creates the legal basis for attracting grant funds from the Government of the French Republic in the amount of €71 million.
“We already have positive experience in implementing the first Grant Agreement, signed in 2024, which enabled us to attract €200 million to the Ukrainian economy for the implementation of 19 projects. It is important that this agreement does not create additional debt obligations. At the same time, its mechanism is designed to focus resources as effectively as possible on specific projects with clear economic, technological and infrastructure impact. We plan to continue drawing on the experience of implementing both Grant Funds,” said Yehor Perelyhin, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
The funding will be directed towards the restoration of critical infrastructure and support for priority sectors of the Ukrainian economy, in particular in the areas of:
Grant funds will be used to procure French goods and services for the implementation of projects to be carried out by French suppliers. At the same time, the Agreement also provides for the possibility of procuring Ukrainian goods and services, as well as goods and services from third countries required for the implementation of projects. The share of such funding may not exceed 50% of the total grant amount.
Implementation of the Grant Agreement, which was signed on 20 February 2026 in Kyiv, will contribute to Ukraine’s recovery from the consequences of Russia’s armed aggression, as well as to strengthening the resilience of critical infrastructure and supporting economic development.
