Vlasna sprava (Own Business) 2.0: grants up to UAH 2.5 mln according to new rules

Starting September 9, the updated grant program for entrepreneurs “Vlasna Sprava 2.0” (“Own Business 2.0”) is launched. Three main changes: the funding ceiling has increased to UAH 2.5 million, bonuses to the base amount have been introduced, and support for those who are just starting a business and those who are already operating and want to scale has been differentiated.

The program is implemented by the Ministry of Economy and Environment, the Ministry of Digital Transformation, and the State Employment Service. Partner banks include Oschadbank, Sense Bank, and PrivatBank.

Key Changes

Two Support Tracks

Previously, “Vlasna Sprava” provided roughly equal grant amounts (UAH 200,000–350,000) to everyone — both newcomers to entrepreneurship and businesses that had been operating for a long time. Now, the program has been divided into two tracks.

  • Starting a Business. Base amount: UAH 100,000–300,000, with bonuses — up to UAH 500,000. Creating jobs is not required. Main condition: register as an individual entrepreneur (FOP) or LLC (TOV) within 20 calendar days after approval (for veterans — a veteran entrepreneurship entity).
  • Scaling a Business. Base amount: UAH 0.5–1.5 million, with bonuses — up to UAH 2.5 million. It is mandatory to create at least 1 job. The agreement and documents for opening an account must be signed within 10 working days.

Bonuses to the Base Amount

Bonuses are cumulative, but the total cannot exceed the maximum for the track — UAH 500,000 for starting or UAH 2.5 million for scaling.

  • +5% — if you are aged 18 to 25;
  • +20% — for veteran businesses; VAT payers; holders of a valid patent for an invention or utility model related to the grant; IDPs with entrepreneurial experience of more than 6 months prior to displacement or relocated businesses; for creating two jobs;
  • +30% — for businesses in frontline territories; for restoring assets destroyed or damaged due to Russian aggression;
  • +50% — for businesses in priority economic sectors.

Priority Sectors of the Economy

  • Industry (including food manufacturing);
  • Energy (including the municipal utility sector);
  • Transport and logistics;
  • Agro-industrial complex (including processing);
  • Defense-industrial complex and cybersecurity;
  • High-tech dual-use manufacturing (instrument making and related production);
  • Construction and infrastructure recovery (including the production of building materials);
  • Information technology and digital products and services;
  • Circular economy and waste recycling;
  • Care economy (caregiving, rehabilitation, social services);
  • High-value-added creative industries;
  • Preschool and out-of-school education and educational initiatives;
  • Sports, healthy lifestyle, local entertainment projects;
  • Hotels, restaurants, and catering establishments — provided local products and social integration measures are utilized.

What the Grants Can Be Spent On:

  • Equipment, production assets, vehicles — up to 100%;
  • Rent: premises and land — up to 25%, equipment — up to 10%;
  • Digitalization: software — up to 25%, websites and automation — up to 10%, technical configuration — up to 20%;
  • Marketing and branding: advertising — up to 10%, packaging design and content creation — up to 50%;
  • Intellectual property protection: trademark registration and patenting — up to 20%.

What You Promise the State in Return

The grant does not need to be repaid, but it comes with obligations:

  • Over the course of the project, pay taxes and the Single Social Contribution (ESV) (for yourself and employees) in an amount not less than the received grant;
  • If creating jobs — hire personnel within 3 months after receiving funds, for a period ranging from 18 to 54 months (depending on the duration of the project);
  • If property purchased with the grant is destroyed by Russian aggression — the funds do not need to be returned, and a re-application can be submitted;
  • Once you have fulfilled a previous grant project — you are eligible to receive a new one.

Applying

Starting today, applications are accepted for processing through Sense Bank; within a few days, this option will become available at Oschadbank, and later at PrivatBank.
