Since the beginning of the war, Denmark has been one of the most active donor countries. The Scandinavian country has been the fourth largest provider of military assistance to Ukraine since the start of the full-scale russian military invasion, and has demonstrated its unwavering support by providing Ukraine with 17 military assistance packages worth over €4 billion. It was one of the first countries that allocated funds directly for the purchase of weapons from Ukrainian manufacturers.
Denmark became the first non-G7 country that signed a 10-year bilateral agreement on security cooperation and long-term support for Ukraine.
The total military support plan to Ukraine for 2023-2028 now totals DKK 64.8 billion (€8.6 billion). As part of the military assistance, Denmark plans to purchase equipment and weapons for Ukraine from Danish and foreign defence companies.
The Danish government and parliament announced an agreement to increase funding for the Ukrainian Fund, a mechanism for long-term military support for Ukraine, by an additional DKK 4.4 billion (€590 million) for 2024. The funds will be used primarily for direct military support to Ukraine in the form of weapons, other military equipment and training programmes.
The Kingdom of Denmark is also allocating $28.5 million (DKK 200 million) for the purchase of weapons and military equipment for the Armed Forces from Ukrainian defence manufacturers. This is the first decision of its kind in history.
Ukraine is interested in deepening cooperation with Danish manufacturers to create joint ventures to produce equipment for demining the Ukrainian land. For example, the Danish company Hydrema, which manufactures heavy demining machines, has already localised its production in Ukraine. The company’s capacities allow it to produce 14 vehicles in the next 2 years. Today, 9 Hydrema mechanical demining machines are already in operation to clear the territory of our country.
In addition to supporting our manufacturers, the country allocates almost DKK 2 billion for the purchase of ammunition, drones and missile components in cooperation with the Netherlands and the Czech Republic, as well as for strengthening the naval component of our country’s defence forces.
At the same time, Denmark together with France are financing the transfer of CAESAR systems and in cooperation with Estonia and the Czech Republic – 155-mm artillery shells.
The Scandinavian country played a key role in unblocking the decision to provide Ukraine with F-16 fighter jets and has become a leader in the aviation coalition. Also, in a final stage is the training of pilots who are in Denmark. They are practising strikes on small targets.
The Kingdom of Denmark will allocate more than €400 million to support critical infrastructure and rebuild Ukraine. In particular, €380 million will be allocated to support critical infrastructure that uses renewable energy. Another €40 million will be allocated to the Export and Investment Fund of Denmark to support private sector representatives involved in the recovery of Ukraine. The fund supports not only Danish exporters, but also provides financial instruments for Ukrainian companies that work with Danish suppliers and Danish companies that are ready to invest in Ukraine. The Fund has already selected 21 projects that Denmark is ready to implement in Ukraine.
Besides supporting investments in Ukraine, the partners are ready to support Ukrainian imports to Denmark. The country has already implemented several pilot projects. For example, Danish supermarkets have added shelves with goods made in Ukraine. In addition, the Danish Chamber of Commerce is ready to promote the purchase of Ukrainian products by Danish companies and facilitate the entry of Ukrainian producers into the Danish market.
The Government of Denmark has also decided to allocate more than €5.8 million to rebuild the Ukrainian energy system after the massive attacks by the russian federation. The funds will be used, in particular, to repair water and heating systems in Ukrainian cities. Copenhagen has already supported the restoration of destroyed energy facilities through the Ukraine Energy Support Fund, which coordinates the purchase and supply of equipment to Ukrainian companies and utilities. Over the past two years, the country has contributed around €11 million to the Fund.
Moreover, Ukraine and Denmark agreed to strengthen cooperation in shipbuilding, development and reconstruction of seaport infrastructure.
