Germany as a key partner of Ukraine in countering russian aggression

Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by Germany and the foreign trade volume figures, which is derived from DIABASE data.

Germany remains one of Ukraine’s main partners in the fight against russian aggression. The country provides comprehensive support – financial, military, humanitarian, and assists in the restoration and strengthening of critical infrastructure.

The Federal Republic supplies Ukraine with weapons and equipment both from the Bundeswehr reserves and through purchases from industrial companies financed under the German Government’s Capacity Building Initiative. As of 2025, the total amount of military assistance provided or already planned is about €28 billion.

Military support includes:

  • air defense systems: Patriot, IRIS-T SLM, Skynex – to protect from missile and drone attacks;
  • battle tanks: Leopard 1 and Leopard 2;
  • armored vehicles: Marder armored personnel carriers, Dingo armored vehicles;
  • artillery: self-propelled howitzers PzH 2000, MLRS;
  • electronic warfare, engineering equipment, drones and other specialized equipment.

Within the framework of the EU Military Assistance Mission, Germany is actively training the Armed Forces of Ukraine. More than 10,000 Ukrainian soldiers have already been trained, at a cost of about €282 million.

Educational and scientific cooperation

In 2024, Ukraine and Germany signed an agreement on cooperation in science, technology, innovation, and higher education. The agreement provides:

  • exchange of experts to implement joint research programs;
  • participation in international research projects, conferences, and seminars;
  • creation and use of joint innovation structures;
  • support for university programs and inter-university partnerships.

Humanitarian aid

In 2024, Germany allocated €200 million for winterization: generators, fuel, insulation, and warm clothes. This was a response to russian attacks on the energy system. Additionally, the country has allocated €170 million to strengthen the energy infrastructure – repairing power plants and modernizing systems.

In April 2025, Foreign Minister Annalena Burbock announced a new package of €130 million for humanitarian aid:

  • humanitarian aid – food, medical care, temporary housing;
  • stabilization measures – support for critical infrastructure, restoration of damaged facilities.

Grant and investment programs

Germany is implementing programs to support the economy, business and sustainable development in Ukraine:

  • SME support program: €50 million through the 5-7-9% program for the development of small and medium-sized businesses.
  • Grants of up to €30,000 for modernization, reconstruction and purchase of fixed assets.
  • Grants of up to €1,000,000 from GIZ for energy modernization of enterprises (covering up to 20% of the costs).

Support for Dnipropetrovsk region

Germany provides targeted assistance to regions, including Dnipropetrovsk region.

Foundation “Caritas Donetsk” in the city of Dnipro, with the support of Caritas Germany and the German Foreign Office, provided one-time assistance of UAH 10,800 for victims of shelling, especially vulnerable categories of the population.

In partnership with “East SOS” and Diakonie Katastrophenhilfe, the projects are being implemented:

  • repairing of housing for the elderly;
  • equipping hospitals and social institutions;
  • restoration of paramedic and obstetric stations and water supply;
  • legal assistance for the restoration of documents and compensations.

The current level of economic relations between Dnipropetrovsk region and Germany may indicate a significant potential for growth in the field of investment. There are 45 German companies operating in the region, which have invested $264.4 million in the region’s economy, which is 5% of total foreign investment.

Germany remains an important trading partner of Dnipropetrovsk region. The high level of partnerships is evidenced by the bilateral analysis of foreign activities. German companies are most interested in ferrous metals and products thereof, fruits and oilseeds, parts of railway equipment, etc. According to the results of 2024, the volume of goods exports from Dnipropetrovsk region amounted to $212.1 million and almost remained at the level of 2022. The share of exports to Germany is 3.5% of the region’s total exports.

Around 200 companies from Dnipropetrovsk region exported their products to the German market, including enterprises from the metallurgy sector, engineering, processing industry, and agriculture.

Imports of goods from Germany to Dnipropetrovsk region increased by 4% compared to 2023, reaching $308.2 million.

Nearly 700 importers in the region bought pharmaceuticals, machinery and equipment, land transportation, plastics and polymeric materials, etc.

Import operations were mainly carried out by food and processing companies, trade and pharmaceutical companies.
