Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. The Kingdom of Norway is one of the countries that not only helps Ukraine on the battlefield, but also plays an active role in consolidating the efforts of European states to support Ukrainian statehood.
Until 2022, defense cooperation between Ukraine and Norway was limited and focused mainly on training programs and reforming the Armed Forces of Ukraine. However, with the start of russia’s full-scale aggression, the situation changed dramatically — Norway began to actively supply weapons, ammunition, and finance military purchases. As of early 2025, Norway had provided Ukraine with $2.1 billion in military aid, ranking 11th among donor countries.
The Nansen Program: comprehensive support

Technological cooperation and production
Norway actively supports partnerships between defense companies. In particular, Nammo has allowed Ukraine to use licenses and technologies for the production of 155 mm artillery ammunition.
The Norwegian government has also lifted its ban on arms exports to countries at war, making an exception for Ukraine — a significant political signal of solidarity.
Training of Ukrainian military personnel
Since August 2022, Norway has been participating in international training programs, particularly in the United Kingdom and as part of the EU training mission. $16.6 million has already been allocated for this purpose.
In 2023, specialized courses were organized for snipers, medics, and junior officers, as well as training for Leopard 2 crews in collaboration with Canada.
In 2024, the focus shifted to naval training, in particular training marines to operate boats. The government plans to train 3,200 Ukrainian military personnel.

Norway actively supports Ukraine’s recovery through the URTF Fund (World Bank), allocating 2.4 billion kroner ($157 million) in 2024. The total amount of aid is over 9 billion kroner ($592 million), which is more than a third of the Fund’s financing. These funds are directed towards: education; healthcare; energy; housing repairs and budget support.
Norway participates in the MEDEVAC program, evacuating wounded Ukrainian soldiers for treatment to European countries, including Norway.
Local authorities, municipalities, and volunteer organizations constantly send medical equipment, generators, medicines, clothing, and other essential items, as well as support to regions that accept IDPs, in particular the Dnipropetrovsk region.

Foreign trade
The development of mutually beneficial trade and economic cooperation also remains an important priority for both countries. An analysis of the Dnipropetrovsk region’s export and import operations with Norway demonstrates a high level of partnership, as Norway is an important trading partner for the region.
According to the results of 2024, the volume of exports of goods from the Dnipropetrovsk region amounted to $3.0 million and increased by 85.2% compared to last year. Among the goods in demand among Norwegian consumers are ferrous metal products, parts for railway locomotives, ships, agricultural products, etc.
More than 10 companies from Dnipropetrovsk region were involved in export operations. The main exporting companies are metallurgical, machine-building, processing, and agricultural enterprises.

Imports of goods from Norway to Dnipropetrovsk region amounted to $43.9 million, an increase of 2.7 times compared to 2023. Dnipropetrovsk region traditionally purchased fish and crustaceans, machinery and equipment, fish and meat products, land transport vehicles, fertilizers, and other goods.
