EU Council Approves Over €3.2 Billion Payment to Ukraine Under Ukraine Facility

Ukraine will receive more than €3.2 billion after the EU Council approved the fourth regular support tranche under the Ukraine Facility mechanism. The funds are primarily intended to strengthen macroeconomic stability and support the functioning of Ukraine’s public administration system.

Disbursements under the Ukraine Facility are directly tied to the Ukraine Plan — a strategy for the country’s recovery, reconstruction, and modernization, as well as a reform implementation schedule aligned with Ukraine’s EU accession objectives over the next four years.

The Ukraine Facility, in force since March 1, 2024, provides up to €50 billion in stable financing — in the form of grants and loans — to support Ukraine’s recovery, reconstruction, and modernization between 2024 and 2027.

Of this amount, approximately €32 billion is allocated to fund reforms and investments outlined in the Ukraine Plan. Payments are made upon achieving agreed milestones. Since its launch, Ukraine has already received €6 billion in bridge financing, €1.89 billion in pre-financing, and three tranches worth roughly €4.2 billion, €4.1 billion, and €3.5 billion.

Following the assessment of Ukraine’s payment request submitted on June 6, 2025, the European Commission concluded that Ukraine had successfully implemented a number of reforms outlined in the Ukraine Plan. These include measures in public administration, state asset management, human capital development, decentralization and regional policy, green transition, the digital and agri-food sectors, and critical raw materials management.
