A new tool for preparing municipal projects for funding has been launched in Ukraine

The Swiss-Ukrainian Project Preparation Facility (PPF4Ukraine) has been officially launched in Ukraine. This is a new programme that will help Ukrainian communities prepare high-quality investment projects in line with international standards and attract financing for their implementation. The Ministry of Development of Communities and Territories of Ukraine provides strategic support to this initiative.

The programme is being implemented within the framework of the Swiss Support Programme for Ukraine 2025–2028, with a total volume of CHF 1.5 billion. It is one of the practical instruments for implementing the Memorandum of Understanding between the Swiss Confederation and the Ministry of Development of Communities and Territories of Ukraine, signed in 2025.

Unlike conventional technical assistance programmes, PPF4Ukraine combines technical project preparation with grant co-financing. The programme provides for the possibility of granting support of up to 20% of the investment project’s cost, which makes it more attractive to international financial institutions and significantly increases the chances of attracting financing.

In addition, a separate component of the programme is Quick Wins — small-scale projects that will allow communities to achieve practical results even before the implementation of large investment projects begins.

PPF4Ukraine is intended to help communities overcome one of the main barriers to attracting investment — the lack of well-prepared, bankable projects.

The programme will provide for the preparation of feasibility studies, design documentation, environmental and social assessments, and financial and economic analysis for municipal projects in the following areas:

  • water supply and wastewater management;
  • energy efficiency;
  • renewable energy;
  • urban transport;
  • municipal infrastructure.

Following the first round of assessment, Vinnytsia and Kryvyi Rih were selected as the first participants, while additional communities and projects will be assessed and selected over the course of the programme’s implementation.

In addition to technical support, the programme will help communities adapt their projects to the requirements of international financial institutions, develop their own institutional capacity, and establish cooperation with Swiss business.

Today, one of the main challenges for communities remains precisely the preparation of high-quality investment projects.

After an application is submitted, each project will go through several stages:

  1. Submission of an application by the community.
  2. Preliminary screening and assessment of compliance with the programme’s criteria.
  3. Detailed technical assessment of the project.
  4. Preparation of the necessary documentation (feasibility study, financial analysis, environmental and social assessments, design documentation).
  5. Development of an investment project ready for implementation.
  6. Attraction of grant co-financing and international financing.
  7. Project implementation and subsequent monitoring.
