From demining to recovery: the role of Slovakia in supporting Ukraine

Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by Slovakia and the foreign trade volume figures, which is derived from DIABASE data.

The Slovak Republic has remained one of the partners of Ukraine in the humanitarian, military and energy sectors since the first days of the full-scale russian invasion. Support of Slovakia includes the supply of weapons and equipment, energy equipment, financing demining, assistance to refugees and rebuilding of critical infrastructure. In 2024–2025 cooperation between two countries became the complex nature from joint security initiatives to participation of Slovakia in the Ukraine Facility programme aimed at post-war recovery of Ukraine. Despite political fluctuations in Bratislava the partnership with Ukraine remains strategic and based on shared European values of security and solidarity.

Slovakia has sent 13 military aid packages to Ukraine with a total value of approximately €671 million since 24 February 2022. These packages included aviation, air defence systems, ammunition and engineering equipment. The Slovak government was one of the first in Europe to provide Ukraine with significant military aid, including S-300 missile systems and Soviet MiG-29 fighter jets.

At the beginning of 2024 the Slovak Republic joined the Ukraine Facility programme the commitments in the context of recovery of Ukraine. As part of this programme Bratislava also declared its support for European integration aspirations of Ukraine and its readiness to participate in coordinating efforts to rebuild infrastructure.

Slovakia will provide Ukraine with a package of energy equipment worth €500,000 to strengthen the resilience of the power grid after recent attacks. In addition, the country will allocate €300,000 for the construction of shelters in schools located in frontline regions. These commitments were announced during the intergovernmental consultations held in Košice on October 17, 2025.

In early October 2025, the Minister of Defense of Ukraine Denys Shmyhal and the Minister of Defense of Slovakia Robert Kaliňák signed an agreement on a new military support package. It provides for the transfer of five Božena 5 demining vehicles and other engineering and medical equipment to Ukraine. The assistance is non-lethal and is aimed at strengthening Ukraine capabilities in demining liberated territories. This package became a symbol of the renewal of the defense partnership between Ukraine and the Slovak Republic, despite cautious position of Bratislava on military supplies.

Although Prime Minister Robert Fico and his government publicly adjusted their approach to official military support and expressed critical positions on certain sanctions and foreign policy towards Russia private Slovak defence companies continued commercial supplies of equipment and ammunition. Slovak companies focus on the production of 155 mm ammunition, Zuzana 2 self-propelled howitzers, detection systems, as well as radio-electronic and communications technologies that are in demand on the Ukrainian market.

Slovakia and Dnipropetrovsk region have established strong economic relations. The Slovak Republic is one of the three main trading partners of  Dnipropetrovsk region, accounting for about 8.7% of total exports. The share of region in the structure of Ukrainian exports to Slovakia exceeds 55%, which highlights its leading role in trade relations between the countries. Dnipropetrovsk region provides all supplies of parts for railway locomotives and about 99% of iron ore exports from Ukraine to Slovakia.

Among the goods that are in demand among Slovak consumers are ores, slag, parts for railway locomotives, mineral fuels, machinery and equipment, ferrous metals and products made from them, etc. According to the results of 2024 the volume of exports of goods from Dnipropetrovsk region decreased by 5.7% and amounted to $520.9 million.

Export operations were carried out by more than 70 enterprises from the Dnipropetrovsk region. The main exporting companies are the mining and metallurgical complex, processing industry and mechanical engineering.

According to the volume of exported products, the TOP-5 exporter enterprises include the following:

Imports of goods from Slovakia to Dnipropetrovsk region amounted to $63.1 million, a decrease of 34.9% compared to 2023. Dnipropetrovsk region traditionally purchased ferrous metals, gunpowder and explosives, plastics and polymers, non-organic chemical products, rubber and products thereof, paper and cardboard and other goods.

Import operations were carried out by more than 140 importing enterprises.
