Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by Taiwan and the foreign trade volume figures, which is derived from DIABASE data.
Since the start of full-scale invasion of russian to Ukraine, Taiwan has been one of the few Asian partners that has consistently and publicly supported Ukraine, despite its own complex geopolitical constraints. Although Taiwan is not a military partner of Ukraine and cannot provide lethal weapons, its assistance is systematic, measured, and long-term.
Firstly, this involves financial and humanitarian support. Since 2022, Taiwan has given Ukraine over $150 million, some of which was collected by its own citizens. A significant amount of these funds has been used to support the civilians, internally displaced persons, and the rebuilding of schools, hospitals, and houses in the affected regions. A special aspect of aid is its focus not only on the national level, but also on supporting specific communities and municipalities.
Ukraine received complex humanitarian and military aid with financial support from Taiwan and Czech Republic. On November 10, 2023, Taiwan and Czech Republic signed an agreement on joint support for recovery of Ukraine in the field of water and energy infrastructure, which became an example of effective coordination between partner states. This cooperation was aimed at supporting Ukrainian refugees, rebuilding destroyed civilian and critical infrastructure, and strengthening defense capabilities. At the same time, such interaction contributed to the strengthening of political and practical relations between Taiwan and the Czech Republic and demonstrated their common position on supporting Ukraine in the face of armed aggression.
In October 2024, Taiwan allocated $5 million as part of a joint program with Lithuania to assist Ukraine. According to the signed memorandum, the funds will be used for reconstruction projects, including the rebuilding of schools, kindergartens, and rehabilitation centers, support for veterans, and safety measures (training in the handling of explosive materials).
Energy support for Ukraine became an extremely important area of assistance. After massive attacks of russia on Ukraine’s energy infrastructure, Taiwan gave hundreds of electric generators of various capacities. They were used in hospitals, water supply facilities, schools, and other critical infrastructure, especially during the autumn and winter months. This assistance directly affected the ability of communities to cope with power outages.
In military aspect, Taiwan is acting with restraint but principle. It has joined international sanctions against russia, limiting exports of dual-use technologies and components, and has coordinated its policy with the EU and the US. For Taiwan, this foreign policy is not a formal step, but a strategic decision: aggression of russia against Ukraine is seen as a dangerous precedent that directly resonates with Taiwan’s own security challenges in its relations with China.
Taiwan plays a distinct role in the reconstruction of Ukraine. Its assistance is often provided through partnership programmes with EU countries or via local authorities, which makes it possible to rebuild social infrastructure in a targeted way and strengthen the resilience of local communities. This approach is a deliberate choice to invest in ability of society to function even under crisis conditions.
The political and social aspects of support are no less important. Taiwan openly calls war of Russia against Ukraine an act of aggression, demonstrates solidarity with the Ukrainian people, and actively involves civil society in fundraising and information campaigns. In Taiwanese public discourse, Ukraine is often presented as an example of a country resisting a stronger aggressor, and this example is directly significant for own national security of Taiwan.
Taiwan is a potential trading partner for Dnipropetrovsk region. Mutually beneficial trade and economic cooperation remains a priority for both countries.
Taiwanese companies mainly purchase ferrous metal products, cocoa and products thereof, stone and plaster products. The volume of exports from Dnipropetrovsk region amounted to $4.12 million, an increase of almost six times compared to 2023.
Five enterprises in Dnipropetrovsk region exported their products to the Taiwanese market, including metallurgical and trading ones.

More than 225 importing companies in the region purchased mostly Taiwanese goods, such as various chemical products, machinery and equipment, optical and photographic instruments and apparatus, and others. Imports of goods from Taiwan to Dnipropetrovsk region increased by 26.9% and amounted to $17.4 million.
