Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by Egypt and the foreign trade volume figures, which is derived from DIABASE data.
During the full-scale war between russia and Ukraine, Ukrainian-Egyptian relations have developed in a pragmatic but generally constructive way. Egypt is carefully balancing its foreign policy, but supports the principles of sovereignty of Ukraine while deepening economic cooperation, especially in the areas of food and logistics.
Ukraine officially notes the support of Egypt for the territorial integrity and sovereignty of Ukraine. In July 2025, Presidents Volodymyr Zelenskyy and Abdel Fattah el-Sisi discussed expanding cooperation and ending the war, with the Egyptian side declaring its readiness to contribute to achieving a just and lasting peace.
At the UN level, Egypt supported General Assembly resolution ES-11/1 “Aggression against Ukraine” in a key vote on March 2, 2022, condemning the invasion and demanding the withdrawal of Russian troops. In the wider context after 2022, Cairo has repeatedly supported Ukrainian resolutions in the General Assembly, remaining within the framework of international law and the principles of the UN Statute.
On June 16, 2023, Egyptian Foreign Minister Sameh Shoukry visited Kyiv as part of a high-level African delegation within the framework of the so-called African peace initiative. The delegation met with Ukrainian President Volodymyr Zelenskyy and discussed approaches to establishing peace, security and humanitarian issues, as well as topics important to African countries, in particular food security.
One notable, though less public aspect was the support provided to people in the first months of the invasion. The Egyptian Red Crescent helped with the evacuation and transport of people leaving via Poland and Romania, providing transport, temporary accommodation, documents, hotels/meals, financial assistance, and medical and psychological assistance.
The war has made food security a central issue: Ukraine is an important source of grain and oilseeds for Egypt, while for Ukraine, the Egyptian market is one of the largest outside the EU. In 2024, trade relations between countries continued to strengthen, demonstrating positive dynamics in trade turnover. At the end of the year, trade turnover between Ukraine and Egypt grew to $1.86 billion, which is 44% more than a year earlier, confirming the recovery of bilateral trade. The growth was primarily due to the intensification of Ukrainian agricultural exports and the stabilization of export logistics.
In 2024, Ukrainian exports to Egypt were valued at $1.6 billion, with grain crops (55.3%), oleaginous seeds and fruits (19.2%), ferrous metals (10.9%), and fats and vegetable oils (8.9%) dominating the structure. In return, Egypt supplies Ukraine mainly with citrus fruits, nuts, oil products and fertilizers.
In February 2025, a Ukrainian delegation led by Minister of Agrarian Policy and Food Vitaliy Koval made a working visit to Egypt, focusing on strengthening agricultural cooperation and consolidating the position of Ukraine in the Egyptian market. The key topics were increasing and diversifying exports of Ukrainian agricultural products, agreeing on more predictable financial mechanisms for settlements and developing the idea of creating a Ukrainian food and logistics hub in Egypt (in particular, using port infrastructure and the opportunities offered by free economic zones). In Cairo, negotiations were held with the management of the Future of Egypt / Mustakbal Misr agency on stable supplies, logistics optimization and the creation of a joint working group for the prompt resolution of trade issues. Separate discussions were held on customs and tax cooperation, as well as the prospect of a free/preferential trade agreement and the renewal of the double taxation agreement.
