Government specifies mechanism for co-financing critical infrastructure protection under Resilience Plans

As part of preparations for the heating season, the Government is accelerating the implementation of Resilience Plans in regions and communities and has specified the mechanism for co-financing measures to protect critical infrastructure.

Prime Minister of Ukraine Yulia Svyrydenko announced that.

“For most regions, we retain co-financing at a level of no less than 20%. At the same time, we are reducing it for frontline and the most burdened regions,” the Head of Government noted.

In particular, the following reductions have been introduced:

• up to 10% co-financing — for Donetsk, Zaporizhzhia, Mykolaiv, Sumy, Kharkiv, Kherson, and Chernihiv regions;

• up to 15% — for Dnipropetrovsk region.

The decision was made taking into account proposals from regional military administrations and the needs of communities that direct resources toward defense, security, and people’s basic needs.

It was also determined that co-financing from local budgets applies only to municipal property.

In addition, the Government has enabled local governments to finance local businesses for the implementation of Resilience Plans using funds from the reserve fund on a non-repayable basis.

This will enable communities to move faster from planning to implementation—to fund work and launch projects in the energy, heating, and water supply sectors.

The total cost of measures within the Resilience Plans amounts to UAH 278 billion. To date, the Government has already allocated UAH 22.8 billion for priority steps to protect critical infrastructure.
