From landfilling to recycling: a solid waste management project in the region’s investment portfolio

Solid waste management is one of the most practical challenges for communities during wartime and reconstruction: waste volumes accumulate daily, while disposal without prior treatment creates long-term environmental and financial risks. The transition to a modern model of sorting, recycling, and minimizing landfill use is therefore becoming not only an environmental but also an infrastructural priority.

To present investors with a current and structured opportunity in this area, DIA is offering a solid waste management project initiated by the city of Kryvyi Rih: “New construction of a complex for the processing, neutralization, and storage of municipal solid waste in Kryvyi Rih.”

The investment project involves the new construction of a facility for processing, neutralization, and storage of municipal solid waste, a European-standard infrastructure solution designed to process up to 300,000 tonnes of mixed waste per year, transitioning from landfilling to a modern waste management model. The estimated project cost is $66 million, with an approximate implementation timeline of 2 years.

According to the investment project, the solid waste processing complex is designed as a complete technological cycle, including a sorting workshop, a composting facility, RDF fuel production and a residue storage area. The project is expected to yield secondary raw materials, RDF fuel for use by industrial enterprises, particularly in the cement industry, and technical compost for the recultivation of disturbed lands.

The decision to implement this investment project was based on the fact that Kryvyi Rih provides a predictable solid waste stream and has industrial consumers for the processed products. Kryvyi Rih is one of Ukraine’s largest cities (nearly 620,000 residents), generating approximately 275,000 tonnes of solid waste per year, with a significant share currently directed to landfill with minimal prior processing or sorting. These volumes create a stable “feedstock” flow for the complex and reduce the risk of underutilization.

Importantly, the city has already completed substantial preparatory work: amendments have been made to the General Plan, a land plot of 45.77 hectares has been allocated, a feasibility study for the recommended complex design has been developed, an Environmental Impact Assessment has been conducted, and a positive conclusion on the admissibility of the planned activity has been obtained. The project has also been entered into the national reconstruction project management system DREAM, reinforcing transparency and readiness for further engagement with investors.

The solid waste management investment project in DIA’s portfolio represents a shift from landfilling to a recycling infrastructure that simultaneously reduces environmental pressure, creates jobs, and generates new products — secondary raw materials, RDF, and compost — with predictable demand.
