Ukraine approved the Strategy for Low-Carbon Development until 2050

On 10 June 2026, at a meeting dedicated to environmental protection issues, the Cabinet of Ministers of Ukraine approved the Long-Term Low-Carbon Development Strategy of Ukraine to 2050. The document defines the vision and key directions for decarbonisation of the economy, and establishes a unified framework for coordinating the actions of the state, business, and international partners on the path to achieving climate neutrality.

The Strategy provides for the implementation of a set of measures by 2035 as an interim milestone on the path to climate neutrality by 2050, and takes into account the needs of post-war recovery, modernisation of the economy, and Ukraine’s European integration.

The implementation of the Strategy is expected to facilitate the attraction of investment in economic modernisation, the development of energy-efficient technologies, and the introduction of innovative solutions. Among the key outcomes planned to be achieved:

  • additional GDP growth of up to 2.1% by 2035;
  • reduction of the energy intensity of the economy by more than half;
  • development of new economic sectors, in particular the production of biomethane, hydrogen, and carbon capture and storage (CCS) technologies;
  • formation of domestic investment resources for the modernisation of production and improvement of energy efficiency;
  • development of distributed generation with a capacity of over 4 GW;
  • support for regional transformation;
  • creation of new green jobs.

Implementation of the document’s provisions will help adapt the Ukrainian economy to European climate policy, in particular the Carbon Border Adjustment Mechanism (CBAM), as well as expand Ukraine’s access to European climate funds and financial instruments.

At the same time, the document will contribute to strengthening the energy resilience of communities, reducing greenhouse gas emissions, and forming a modern competitive economy integrated into the climate policy of the European Union. The Strategy has been developed in fulfilment of the Law of Ukraine “On the Fundamental Principles of State Climate Policy”, Ukraine’s international commitments under the Paris Agreement, and as part of preparations for membership in the European Union.

The Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine was involved in the preparation of the document, with the support of the United Nations Development Programme (UNDP) in Ukraine, including more than 20 national and international experts.
