Doing business
On 30 September 2026, the Register of Damage Caused by the Aggression of the Russian Federation against Ukraine (RD4U) opened all 43 categories of claims for compensation for damage, loss or injury caused by internationally wrongful acts of the Russian Federation since 24 February 2022. This completes the phased launch of the claims submission system and makes it possible to record the full range of damage caused, for individuals, businesses and the State.
Claims can now be submitted in all categories provided for by the Register’s mandate: 21 categories for natural persons, 11 for legal persons and 11 for the State of Ukraine. To date, the Register has already received 195,000 claims. More than 65,000 of them have been recorded in the Register, and the processing of the others is ongoing.
The opened categories cover a wide range of consequences of Russian aggression. These include loss of life and health, forced displacement, loss of housing, damage to property and infrastructure, and economic losses of businesses. They also include damage to cultural heritage, the environment and natural resources, as well as humanitarian expenditures of the State.
The last categories to be opened were three categories of claims from the State of Ukraine:
B1.6 – Other loss of property;
B3.1 – Environmental damage;
B3.2 – Pillaging and/or appropriation of natural resources.
These categories make it possible to document damage caused to the natural environment and the unlawful extraction of natural resources. They also cover damage to, destruction or loss of state and municipal property not covered by other claim categories.
The opening of all claim categories is an important milestone in the establishment of an international compensation mechanism for Ukraine. It ensures a unified system for documenting the damage caused and lays the foundation for the further consideration of claims by the future International Claims Commission.
Background:
The Register of Damage for Ukraine (RD4U) was established to record claims for compensation for damage, loss or injury caused by the aggression of Russia since 24 February 2022. It is the first step towards creating a mechanism that will ensure justice and compensation. To date, 44 States and the European Union have joined the Register. The Register was established under the auspices of the Council of Europe in May 2023.
