On May 22, 2019, in Dnipropetrovsk Regional Council, under the direction of the deputy head of the regional council Volodymyr Tiurin, a working meeting was held on the preliminary results of the implementation of the Ukrainian-German project “Development of Social Dialogue in the Dnipropetrovsk Region”.
Among the honorable German guests were Deputy Consul General of the Federal Republic of Germany Peter Schmal and German partners: Franz Tonnes, former deputy of the Bundestag; Hans Manzke, representative of German organization of employers NORDMETALL; Susan Bach, director of the BWMV; Sven-Uwe Rass, representative of GESAMTMETALL; Michael Paolo, project advisor “Professional Integration of HBO”, executive member of the Ukrainian representative office GIZ GmbH.
Social partners were represented by Viktor Sergeyev, the head of the Federation of Employers of Dnipropetrovsk Region; Vitaliy Dubov, the head of the Dnipropetrovsk regional trade union; Igor Lomako, advisor to the head of Dnipropetrovsk Regional State Administration.
“The system of dual training of specialists is a vital necessity for the industrial-oriented Dnipropetrovsk region, as the activity of the enterprises of the region is provided by specialists of technical and vocational direction. According to surveys of employers, 100% feel that they need to upgrade or replenish their workforce. Therefore, fruitful cooperation with the German partners in the framework of the implementation of this project is a guarantee of the economic development of the region in future “, – Volodymyr Tiurin said at the opening of the meeting.
Valentyna Zatyshniak, Director of the Dnipropetrovsk Investment Agency (DIA), also joined to the meeting, presenting the features of the implementation of the Ukrainian-German project EXAM Dnipro; External management of professional staff training with elements of the “dual” system of training in enterprises“, aimed at introducing into the system of vocational education of Dnipropetrovsk region. The survey results of 155 enterprises – large, medium and small businesses of Dnipropetrovsk region and other regions of Ukraine – were particularly presented about employers’ support for the dual form of personnel training.
“We planned to interview 150 companies of various industries and sizes and expected that our initiative will be supported by 50%, have signed a memorandum of cooperation. The results have exceeded our expectations. We had an active dialogue with 155 enterprises, 123 of which signed the Memorandum. Such figures indicate an urgent need to resolve the issues of professional training quality of staffing. One of the important issues of full functioning of the dual form of training is implementation of legislative regulation concerning the attribution of expenditure on training specialists in cost price “- said Valentyna Zatyshniak.
The meeting was accompanied by an active and fruitful discussion, the results of which will be reflected in the final resolution, the text of which was processed by the Ukrainian-German experts of the EXAM Dnepr Project. This Resolution will be signed on May 23, 2019 during the international forum “Social Partnership in Vocational Education”.
