The Government has launched the process of creating the information and communication system for the management of financing projects in the field of mine action, the “Donor Platform”. The Cabinet of Ministers adopted the corresponding decision at its meeting on 12 August 2026.
The “Donor Platform” will allow partners to track the implementation of projects, see the current needs of state stakeholders and choose which of the requests they are ready to finance. The platform will also make it impossible to duplicate requests from state authorities and local administrations. This is a transition from ad hoc solutions in donor support for mine action to a comprehensive system.
The project is to be implemented within two years after the official start of the system’s operation. Operation in pilot mode must begin no later than 31 March 2027. The owner of the system will be the state, represented by the Ministry of Economy and Environment of Ukraine, and the administrator will be the Centre for Humanitarian Demining.
The “Donor Platform” will not be created with budget funds. Under the adopted resolution, the implementation of the system may be financed by international organisations, donor institutions and so on.
The main elements of the “Donor Platform” will be a website, a data processing and visualisation module, users’ personal accounts and other modules and subsystems necessary for the functioning of the system.
For beneficiaries of international assistance (state bodies, local state administrations, local self-government bodies), entering information on requests for the provision of international assistance into the Donor Platform will be mandatory. At the same time, mine action operators will maintain records of financing projects and report on their implementation, and donors will confirm information on the international assistance provided within such projects. The system will automatically verify the information entered and will not allow registration if a project with identical or similar parameters already exists.
The total volume of partners’ financial commitments in the field of mine action amounts to over 1.6 billion in dollar equivalent and covers projects from 2022 to 2030. The main areas of support are land clearance and the disposal of explosive ordnance (56.9%) and the procurement of machinery and equipment (20.6%).
