On March 19, 2025, the delegation of Dnipropetrovsk region, headed by Mykola Lukashuk, Chairman of the Dnipropetrovsk Regional Council, joined the Lower Silesian Forum for the Reconstruction of Ukraine in Wroclaw and presented the economic investment potential of the region. The new concept of rebuilding Ukraine focuses on strengthening the capacity of communities, economic recovery, attracting private investment, and transparency of the recovery process. Ukraine will not just be restored. It will become modernized, technologically advanced, and integrated into global processes.
During the panel discussion, which was also attended by Marshal of the Lower Silesian Voivodeship Paweł Gancarz, Ambassador of Ukraine to the Republic of Poland Vasyl Bodnar, and Vice President of Wroclaw Michał Młyńczak, Mykola Lukashuk told the partners about the consequences of russian shelling of our region, the economic resilience of the region, and what might interest investors in Dnipropetrovsk region. He gave an example of a project in the city of Dnipro, a modern rehabilitation center called Superhumans, which is currently under construction. They also talked about the costs of reconstruction and why it is beneficial for Polish business to cooperate with our region.
“Russian aggression has caused significant damage to the Ukrainian economy. As of now, the estimated cost of reconstruction in our country is at least $524 billion. Ukraine will not be able to restore everything destroyed by russia on its own. We need the support of our partners. Our government has prioritized energy and housing reconstruction. The restoration of housing and infrastructure should be carried out in compliance with modern standards of energy efficiency, safety and environmental friendliness,” said Mr. Chairman.
As part of the Forum, a meeting was held with the Marshal of the Lower Silesian Voivodeship Paweł Gancarz and Chairman of the Regional Council Mykola Lukashuk, Deputy Head of the Dnipropetrovsk Regional State Administration Iryna Hrytsai, and Director of the Dnipropetrovsk Regional Investment Agency Valentyna Zatyshniak to discuss future cooperation between our regions.

There was also a meeting with the Deputy Marshal, Yaroslav Rabchenko, to discuss cooperation in the medical field, the scope of assistance for Dnipropetrovsk Regional Clinical Hospital named after I.I. Mechnikov, the Regional Medical Center for Family Health, our emergency service, and medical institutions in Nikopol and Kryvyi Rih.
Poland is already one of our key partners in this process, along with other countries.
The Polish Development Bank (BGK) has been accredited by the European Commission to participate in the Ukraine Facility program, which provides bank guarantees to support projects in Ukraine. This will allow companies registered in Ukraine to access favorable project financing terms, which will contribute to the economic development of the country.
Dnipropetrovsk region and the Polish Lower Silesia Voivodeship are long-term partners who actively cooperate in the humanitarian and cultural fields, exchange scientific achievements and achievements in the field of local self-government. Dnipropetrovsk region expresses its gratitude to the leadership of the Lower Silesian Voivodeship, members of the regional Sejmik and personally to Mr. Krzysztof Godun, Director of the International Cooperation Department of the Office of the Marshal of the Lower Silesian Voivodeship, and his specialists for their initiative and active participation in organizing humanitarian aid to the residents of Dnipropetrovsk region.
As a token of gratitude, Mr. Ganzazh was handed a Ukrainian flag from the military, as well as the wreckage of an enemy shahed shot down by our defenders from the “East” Military Group as a thank you for supporting our region.
