As of August 3, 2026, Poland applies NCTS (Phase 6) in Opt-in mode. For Ukrainian businesses, this allows the use of a combined transit declaration with security data when moving goods across the Polish border, without separately submitting an Entry Summary Declaration (ENS) to the ICS2 system.
Poland Switches to NCTS (Phase 6) in Opt-in Mode
Poland’s transition to the new version of the New Computerised Transit System — NCTS (Phase 6) — took place on August 3, 2026.
NCTS (Phase 6) provides for the possibility of integrating transit formalities with the requirements of the EU’s Import Control System ICS2. In Opt-in mode, safety and security data can be included directly in the transit declaration, which makes it possible to avoid submitting two separate declarations.
Poland and Slovakia: A Separate ENS Is Not Required Under Certain Conditions
Following Poland’s transition to NCTS (Phase 6), it remains possible to submit a combined transit declaration that simultaneously contains the necessary security data.
With this type of declaration, there is no need to additionally submit an Entry Summary Declaration (ENS) to ICS2.
A similar procedure applies when moving goods through Slovakia, which also uses NCTS (Phase 6) in Opt-in mode.
Thus, for carriers and declarants, this means the possibility of combining transit and security data in a single electronic document.
Hungary and Romania: ENS Must Be Submitted Separately
A different procedure currently applies when importing goods into the customs territory of the European Union through Hungary and Romania.
For such routes, Ukrainian carriers must separately arrange:
The ENS must be submitted in accordance with the requirements of European legislation — for road transport, the State Customs Service recommends aiming to submit it approximately one hour before the vehicle’s arrival at the border crossing point.
What Ukrainian Carriers Need to Take Into Account
The document processing procedure depends on the country through which goods are imported into the customs territory of the EU.
Via Poland or Slovakia:
it is possible to submit a combined T1 transit declaration with a full set of security data, without a separate ENS to ICS2.
Via Hungary or Romania:
along with the T1 transit declaration, an ENS must be submitted separately through ICS2.
It is important to take this difference into account already at the route-planning stage, since the correctness and timeliness of submitting security data determine the passage of customs procedures upon entry into the European Union.
The State Customs Service Has Updated Recommendations for Working with NCTS
For participants in the common transit procedure, the State Customs Service has also updated the Methodological Recommendations for completing transit declarations using the Trader Portal.
