Procedure for confirming the implementation of grants for the development of processing has been modified

By Resolution No. 1326 of October 23, 2026, the Cabinet of Ministers of Ukraine amended the procedure for confirming the execution of grant agreements for the creation, development, or modernization of processing facilities. The new rules for reporting and funds repayment apply to all grant recipients since the inception of the program.

Key changes for current agreement executors:

  • The certificate of grant execution has been abolished: upon the expiration of the three-year period, the recipient submits documents to the program administrator, JSC “Made in Ukraine”, rather than to the Ministry of Economy.
  • The primary document is a certificate from the authorized bank confirming compliance with the mandatory conditions, accompanied by calculations of paid taxes and the single social contribution (SSC).
  • Documents must be submitted within 10 business days following the last business day of the second month in which the three-year period expires.
  • The administrator reconciles the data with the State Tax Service and the State Customs Service and submits the results to the Ministry of Economy or the State Employment Center.

The requirement regarding five jobs now includes an alternative: the average monthly salary of personnel must exceed the regional average and increase annually by at least the rate of inflation. If neither of these conditions is met, the recipient must repay the full grant amount. Previously, recipients were required to repay only the difference in SSC. Upon repayment of the funds, the recipient is removed from monitoring without the right to receive a repeat grant.

An option for early execution of the agreement has also been introduced, provided that at least 1 year has elapsed since the receipt of the grant. To qualify, the total amount of paid taxes must equal the grant amount, and the paid SSC must exceed the level of the year preceding the grant, adjusted for inflation.

The Ministry of Economy, the Ministry of Digital Transformation, and the State Employment Center have been granted two months from the date of entry into force of the resolution to carry out organizational and technical measures. During this period, the Ministry of Economy must approve the new certificate forms.
