The Cabinet of Ministers of Ukraine has updated the procedures for the state registration of feed additives and for maintaining the State Register of Feed Additives. The decision is aimed at harmonising Ukrainian legislation with the requirements of the European Union and improving state control over the circulation of feed additives.
The document sets out the procedure for submitting and considering applications for the state registration of feed additives, evaluating the materials of the registration dossier, adopting decisions on state registration and re-registration, amending such decisions, and suspending and terminating them.
The resolution also establishes maximum volumes for the import of unregistered feed additives for the purposes of state registration, scientific research, presentations at public events, and the internal needs of market operators, in particular the development of new feeds. Such imports will not permit the sale of the additives or of feeds containing them, and will also prevent meat from animals fed with such additives from entering the market.
A separate procedure governs the maintenance of the State Register of Feed Additives. It covers requirements for register information, its entry and provision, data storage and protection, and also defines the powers of the holder and the administrator of the register.
Maintaining the register is also expected to improve market operators’ access to information on registered feed additives, including their categories and functional groups, data on the active substance (substances), the animal species for which the feed additive is intended, the conditions and/or restrictions on the circulation of the feed additive, and other requirements stipulated by the decision on the state registration of the feed additive, etc.
The state registration of feed additives and the maintenance of the relevant register are carried out by the State Service of Ukraine on Food Safety and Consumer Protection within its defined powers.
The implementation of the resolution will ensure proper recording of feed additives permitted for production and circulation, promote compliance with the requirements of feed legislation, and strengthen state control in this area.
