From September 1, 2026, the Register of Type Approval Certificates and Certificates of Conformity issued by manufacturers of wheeled vehicles and equipment will become fully operational in Ukraine. It transfers the vehicle certification procedure from paper format into a unified electronic system.
What is vehicle certification?
Certification is a procedure for confirming that the design of a vehicle or its equipment meets established technical requirements. It is carried out before the first state registration of a vehicle, as well as after re-equipment (change of design, purpose, installation of gas equipment).
For serially manufactured new vehicles, the manufacturer first undergoes the type approval procedure, after which a certificate of conformity is issued for each vehicle. For vehicles that require individual conformity confirmation, certification is carried out by authorized certification bodies.
Until now, a significant part of this procedure effectively existed on paper. Certificates were issued as physical documents that had to be transferred between participants in the process and provided, in particular, during the first state registration of a vehicle. At the same time, there was no unified electronic system in which state authorities could promptly verify information about an issued document — whether it was not a forgery and whether it was indeed issued by a specific body.
It is precisely to digitalize this process that the Ministry of Development, together with the Ukrainian Transport Safety Agency (Ukrtransbezpeka), created the Register of Wheeled Vehicle Certificates. It will consolidate information about certificates in a single system and provide access to it for manufacturers, certification bodies and state authorities.
The Register is currently operating in pilot mode. 33 vehicle manufacturers and 20 certification bodies have already joined the testing.
By August 31, Ukrtransbezpeka will complete entering into the Register all previously issued valid vehicle type approval certificates. Manufacturers and their official representatives will be able to fully work with the system, entering information about issued certificates.
The next stage will begin on September 27, 2026. At that time, the new Technical Regulation on Approval of the Construction of Wheeled Vehicles, Their Components and Equipment will come into force. This regulation provides for the issuance of certificates exclusively in electronic form and their entry into the Register.
Previously issued paper certificates will remain valid. After information about them is entered into the Register, owners will not need to separately re-register them.
In parallel, the Ministry of Development is working on changing the approach to vehicles imported into Ukraine from abroad. Ukraine’s existing practice of conducting certification of such vehicles before their first state registration does not correspond to the model applied in the European Union.
The European approach primarily provides for a technical condition inspection of the vehicle. Therefore, within the framework of European integration, Ukraine must transition from certification of imported used vehicles to mandatory technical inspection before their first state registration in Ukraine.
The creation of the Register of Certificates is being implemented by Ukrtransbezpeka in partnership with the Swiss-Ukrainian EGAP Programme, implemented by the East Europe Foundation, and in cooperation with the Ministry for Communities, Territories and Infrastructure Development of Ukraine and the Ministry of Digital Transformation of Ukraine.
