By mid-September, Ukraine had exported 1.6 million tonnes of agricultural products, equivalent to 43% of the planned volume. Despite persistent logistical challenges, export shipments have been recovering during September, while the share of higher value-added products in the export mix has increased.

Between 1 and 21 September, Ukraine exported:

• 960,000 tonnes of grain, or 38% of the planned volume;
• 275,000 tonnes of oilseeds, or 75%;
• 190,000 tonnes of vegetable oils, or 55%;
• 173,000 tonnes of oilseed meals, or 41%.

Grain recorded the lowest share of the planned export volume, while the shares of oilseeds, vegetable oils and oilseed meals were higher. This indicates that the focus on exports of products with higher added value is being maintained.

At the same time, the domestic food market remains adequately supplied with the main categories of essential food products and vegetables. Weekly price monitoring by the State Statistics Service of Ukraine has not identified any abnormal or speculative increases in food prices.

However, damage to certain storage facilities and continued logistical constraints may cause short-term disruptions in the supply of individual product categories and a modest price increase of approximately 2.5%.

The Minister also commented on the financing of state support for the agricultural sector in 2027. The draft State Budget provides for UAH 7.4 billion in agricultural support, including:

• UAH 265 million from the general fund, unchanged from the 2026 level;
• approximately UAH 2.5 billion in EU funding through the special fund;
• UAH 1.6 billion in projected proceeds from export duties on soybeans and rapeseed, subject to actual receipts;
• an additional UAH 307 million in rental income from state-owned agricultural land managed by the Ukrainian State Land Bank.

According to the Minister, based on projected actual revenues, the 2027 budget provides approximately UAH 300 million more for the agricultural sector than the actual level of funding recorded in 2026.
