Ukraine receives USD 51.5 million from the government of Japan for health system development under a World Bank Project

USD 51.5 million has been transferred to the State Budget of Ukraine under the World Bank project “Transforming Healthcare through Reform and Investments in Efficiency” (THRIVE), implemented jointly with the Ministry of Health of Ukraine. The funds were provided by the International Bank for Reconstruction and Development from the ADVANCE Ukraine Trust Fund with financial support from the Government of Japan.

To date, Ukraine has received USD 449 million under the program, with total financing amounting to USD 1.2 billion.

These funds are allocated to support the implementation of the Program of Medical Guarantees and further improve the organization and financing of healthcare in Ukraine. In particular, they aim to improve the planning and financing of healthcare services, develop the network of healthcare facilities, and enhance approaches to the payment for healthcare services.

The THRIVE program follows a results-based financing approach (Program-for-Results): Ukraine receives funds upon achievement and verification of specified indicators.

The current tranche was disbursed following the achievement of the indicator on the treatment of stroke patients in hospitals with a high rate of thrombolytic therapy. This treatment method is used for ischemic stroke when clinically indicated. It helps restore blood flow and reduce the risk of severe consequences for the patient.

In total, the THRIVE project envisages ten key indicators, upon achievement of which Ukraine receives financing. They concern the annual review of the Program of Medical Guarantees packages, the development of the electronic healthcare system, the strengthening of primary healthcare, and the improvement of inpatient care contracting and healthcare service payment mechanisms.

Other areas include strengthening the energy autonomy of healthcare facilities (in particular through the installation of solar power plants) and further improving the operations of the National Health Service of Ukraine.

The Ministry of Health of Ukraine is responsible for the achievement of these indicators, as well as for the monitoring and evaluation of the project. The project will be implemented until 30 March 2028.

Agreements on expanding THRIVE program financing were reached at the Ukraine Recovery Conference – URC 2026.
