On 30 April, the Verkhovna Rada of Ukraine ratified the Agreement between the Government of Ukraine and the Government of the Kingdom of Morocco on International Road Transport. This decision opens up new opportunities for Ukrainian carriers and responds to a direct request from businesses to expand the geography of their operations.
The Agreement was signed in July 2025 at the initiative of the Ministry for Communities and Territories Development of Ukraine. Its ratification is the final step towards launching full-scale transport operations between the two countries on a legal basis.
Economic cooperation already exists between Ukraine and Morocco: trade turnover in 2024 amounted to approximately $280 million and continues to grow. At the same time, Ukrainian carriers effectively had no opportunity to carry out direct transport operations between the two countries, as logistics were conducted through third countries, which complicated routes, increased costs and reduced competitiveness.
“This decision is a response to a direct request from Ukrainian businesses and carriers. Companies are ready to open new routes, but without this Agreement they had no legal opportunity to operate in this direction. Ratification removes these barriers and allows Ukrainian carriers to carry out direct transport operations, expand their presence in international markets and support exports of Ukrainian products,” said Serhii Derkach, Deputy Minister for Development of Communities and Territories of Ukraine, while presenting the draft law in the Verkhovna Rada.

After the Agreement enters into force, Ukrainian carriers will be able to carry out direct transport operations between Ukraine and Morocco and effectively expand their routes and operational geography.
The ratification of the Agreement is part of systematic efforts to open new markets for Ukrainian carriers. Today, they already operate in more than 50 countries across Europe and Asia, and the Ministry continues to expand these opportunities in response to business needs.
