In the third year of russia’s aggressive war against Ukraine, the Republic of Ireland has been actively supporting Ukrainians in their fight against ussian aggression, providing both humanitarian and military assistance. The Irish government demonstrates solidarity with Ukraine by providing comprehensive support in the international arena and assisting in the country’s recovery.
Since February 2022, Ireland has already provided humanitarian, stabilization and non-lethal military assistance to Ukraine worth around €380 million, which includes mine action systems, vehicles, ambulances, bulletproof vests and other non-lethal equipment, as well as funding to support cybersecurity. The Government of Ireland will continue to provide ongoing assistance to Ukraine as it defends its sovereignty and territorial integrity against ongoing aggression.
The Republic of Ireland remains committed to supporting Ukraine both bilaterally and through the EU to assist in Ukraine’s recovery and reconstruction, as well as modernization reforms in line with its path to EU membership. The country will continue to make diplomatic efforts to implement the Peace Formula and to participate in a number of working groups and in the implementation of specific elements of the Formula, including the International Coalition for the Return of Ukrainian Children.
In September 2024, President of Ukraine Volodymyr Zelenskyy and Prime Minister of Ireland Simon Harris signed a Support and Cooperation Agreement between the two countries. The agreement includes non-combat military supplies, training for the Ukrainian military, support for demining programs, and participation in EU initiatives. The Irish government has also committed itself to strengthening sanctions pressure on russia and supporting Ukraine on its path to EU membership.
This year, Dublin also pledged €128 million for non-lethal military support and €40 million for stabilization support to Ukraine, including humanitarian, recovery, macroeconomic and reform programs in Ukraine.
At the same time, Ireland provides demining systems and explosive ordnance disposal equipment, and participates in the demining coalition led by Lithuania and Iceland within the Ukraine Defense Contact Group. The country also provides ongoing training to the Ukrainian Armed Forces through the EU Military Assistance Mission (EUMAM).
In 2024, Ireland announced an additional €36 million in aid aimed at humanitarian needs, recovery, and strengthening infrastructure to protect civilians. These funds have been channelled through international organizations such as UNHCR, UNICEF and the International Committee of the Red Cross to support the affected and displaced people in Ukraine.
