Prozorro Awards 2024: Recognition of Сhampions in Ukraine’s Procurement Sector

On December 19, the procurement community gathered for the Prozorro Awards 2024 – a ceremony recognizing the contracting authorities and suppliers who achieved remarkable success in public procurement in 2024.

“This year, we have implemented many changes: the launch of the defense framework, the first procurements of humanitarian demining services, implementation of procurement under international donor rules, drafting a new public procurement law, and the opening of EU accession negotiations, which has begun with a screening of the public procurement sector. Each of these steps gives an extraordinary result. Thanks to all these efforts and the proactive engagement of procurement specialists, the volume of competitive procurements over the past two years has nearly doubled, from 348 billion to 625 billion UAH. In the defense sector, figures also doubled, from 52 billion to 126 billion UAH,”  noted Yulia Svyrydenko, First Deputy Prime Minister of Ukraine – Minister of Economy of Ukraine.

International partners have also recognized Ukraine’s success in the procurement sector. 

Cory Johnston, USAID/Ukraine official, noted: “Prozorro has broken Ukraine free from its legacy of non-transparent procurement, saving taxpayers nearly $9.8 billion since its inception — a powerful testament to the transformative power of openness and competition in public spending. These savings are tangible: roads repaired, schools funded, and communities strengthened. More than a tool for rebuilding, transparency through Prozorro is a cornerstone of Ukraine’s path to becoming a strong, democratic, and EU-ready nation.The United States remains committed to supporting Prozorro and Ukraine’s broader efforts to modernize its public procurement ecosystem.”

SoE “Prozorro” General Director Mykola Tkachenko shared the enterprise’s plans for the coming 2025: “Next year, we will focus on introducing electronic contracts, integrating artificial intelligence technologies into procurement processes, improving Prozorro Market, and enhancing integration with various state registers.”

The Prozorro Awards discussion centered on the digitalization of public procurement. Panelists noted that introducing digital solutions into the procurement process supports not only its optimization, but also nurturing transparent state-business relationships.

Successful cases of the digital transformation in procurement were shared by Mykhailo Stayetskyi, Head of Procurement Planning and Tender Procedures Department, JSC “Ukrposhta”, and Oleh Klyots, acting Director General of the SE “The Medical Procurement of Ukraine”.

This year Prozorro Awards recognized the range of customers across the following nominations:

·  Best Customer of the Year – City Clinical Hospital № 4 of the Dnipro City Council

·  Transparency Advocate – Military Unit 3078 of the National Guard of Ukraine

·  Savings of the Year – The State Logistics Operator

·  Success Advocate – Sykhiv District Administration of the Lviv City Council

·  Best Competition – The Defense Procurement Agency

·  Non-discrimination of the Year – Volyn Regional Center of Emergency Medical       Aid and  Disaster Medicine

·  Best Planning – National Bank of Ukraine

·  Protector of Fair Procurement – ​​Naftogaz Teplo

·  Champion of Procedure Compliance – Kremenets Vocational Lyceum

·  Champion of Reporting – Ukrtransnafta

·  Pioneer of the Year – The Defense Procurement Agency

For the first time at the Prozorro Awards, suppliers have also been recognized in the following nominations:

·  Powerful Contract – Ukrnafta

·  Diplomat of the Year – Okhtyrka Meat Products

·  Tender Machine – Epicenter K

·  Wrestler of the Year – Curator.UA

·  Breakthrough of the Year – Calheon

The awards were also given to Yelyzaveta Chyp from NGL.media for her high-profile investigation into inflated school textbook prices, and to the Kharkiv Anti-Corruption Center for its systematic work in investigating corruption cases.
