Dnipropetrovsk region at URC2025: regional solutions for nationwide recovery

On July 10-11, 2025, a delegation from Dnipropetrovsk region participates in the Ukraine Recovery Conference-2025, held in Rome. URC2025 is dedicated to the rapid recovery and long-term reconstruction of Ukraine after full-scale russian aggression.

Dnipropetrovsk region is presenting specific recovery initiatives in various areas. Firstly, these relate to critical infrastructure, in particular energy. Uninterrupted access to drinking water, modernization of healthcare and education systems. There are also housing initiatives for internally displaced persons.

Industrial enterprises in the region are presenting their businesses at the conference. For them, this is an opportunity to establish contacts with European colleagues.

Dnipropetrovsk Investment Agency, in coordination with Kyiv School of Economics, ensured the participation of 12 investment projects in the region from business and community representatives, which were selected for the official URC2025 catalog. These include industrial parks, as well as production in the fields of engineering, chemical industry, metalworking, packaging materials, healthcare and logistics.

The important events of the first day of the conference were:

  • Ukraine and the Netherlands signed Memorandum on providing additional funding — €30 million — under the Ukraine Partnership Facility programme, which finances international companies and organizations involved in Ukraine’s recovery. Areas: water, healthcare, agriculture.
  • The European Commission has announced a renewed Call for Expressions of Interest for investments in priority sectors — from €50 million, until October 10, 2025.
  • A five-party Statement of Intent was signed between the Ministry of Economy of Ukraine, the Federal Ministry for Economic Cooperation and Development of Germany (BMZ), the Ministry of Foreign Affairs of Norway, the European Commission, and the German Society for International Cooperation (GIZ), regarding the new phase of the Ukraine Economic Development Support Programme — STEP IN 2 EU. This initiative provides for additional funding of €25 million. This will bring the total amount of the program to €41.5 million. The main goal of the new phase is to improve Ukraine’s economic environment for further integration into the EU single market.
  • The European Commission has officially launched a new initiative to establish the European Flagship Fund for the Reconstruction of Ukraine.
    With an initial capital of €220 million, the Fund aims to mobilise €500 million by 2026 through strategic, results-oriented investments, primarily in equity capital. The priority sectors for investment will be: energy, infrastructure, digital transformation, industrial modernization, dual-use goods production, and critical materials.
