The Cabinet of Ministers has approved the Strategy for the Development of Industries Based on Mineral Resources and Components of Strategic and Critical Importance until 2056, and has also endorsed an action plan for its implementation for 2026–2028.
The Strategy until 2056 sets a clear development trajectory for the sector. It is a comprehensive vision that helps focus our initiatives and actions. This document is also, first and foremost, an opportunity to better prioritise the key areas of sector development that require the attraction of capital, technology, and long-term offtake contracts.
The document defines long-term approaches to the development of industries based on critical resources and provides for the creation of conditions for the development of high value-added production.
Ukraine must develop not only extraction, but also processing, infrastructure, and human capital, and must also pay greater attention to working with waste from the mining and metallurgical industries.
The initiative is also aimed at addressing systemic challenges in the sector, including outdated geological data, complex permitting procedures, workforce shortages, and infrastructure constraints.
Special attention is given to global challenges related to the concentration of critical raw material supply chains and the risks of disruptions on world markets.

The Ministry notes that the implementation of the strategy will contribute to the development of modern industry, the strengthening of Ukraine’s economic resilience, and the enhancement of its role in global supply chains of strategic raw materials.
Ukraine and Germany have signed a Memorandum of Cooperation in the field of geology and subsoil use, which provides for the establishment of a joint coordination committee on mineral resources.
