A new Council for Entrepreneurship Support has been established

The president signed a decree to get rid of five advisory bodies under the Office of the President and at the same time set up a new Council for Entrepreneurship Support.

“In order to ensure guarantees of the constitutional right to entrepreneurial activity and to intensify work on the qualitative development and realization of Ukraine’s investment potential, … I hereby decree the creation of a Council for Entrepreneurship Support as an advisory body to the President of Ukraine,” reads Volodymyr Zelenskyy’s decree.

The main tasks of the Council are:

1) analyzing the effectiveness of state policy in the field of entrepreneurship development and support, summarizing the identified problems, and preparing proposals on possible ways to solve them;

2) developing measures to improve the conditions for entrepreneurial activity, stimulate investment and innovation, and protect property rights and competition in accordance with best practices in business environment regulation;

3) developing legislative initiatives on entrepreneurship and investment activities, formulating proposals for improving Ukrainian legislation in relevant areas, in particular taking into account the tasks of adapting Ukrainian legislation to European Union legislation;

4) promoting cooperation between state bodies, local self-government bodies, and business entities, as well as public associations representing their interests, with the aim of effectively resolving problematic issues in business and supporting the implementation of entrepreneurial initiatives.

Andriy Yermak was appointed chairman of the council. Yulia Svyrydenko will be Yermak’s deputy.

The council includes more than 70 entrepreneurs, including Oleg Gorokhovsky, Maxim Timchenko, Serhiy Tihipko, Igor Nikonov, Vyacheslav Klimov, and others. The personal composition of the Council can be found on the OP website.

At the same time, five other advisory bodies were liquidated:

  • the National Reform Council;
  • the National Investment Council;
  • the Council for the Promotion of Small Business Development;
  • the Council for the Support of Entrepreneurship in Conditions of Martial Law;
  • the Executive Committee for Reforms.

In order to perform its tasks, the Council has the right, in accordance with the established procedure, to:

1) request and receive the necessary information and materials from state bodies, local self-government bodies, business entities, and public associations representing their interests;

2) invite representatives of state bodies, local self-government bodies (with the consent of their heads), representatives of business entities and public associations representing their interests, experts and specialists (with their consent) to participate in its work;

3) establish working bodies (working groups, specialised expert groups and committees) for specific areas of the Council’s activities;

4) initiate public discussions, conferences, round tables and meetings on issues within the Council’s competence.

5. In the course of performing its tasks, the Council shall interact in accordance with the established procedure with other auxiliary bodies and services created by the President of Ukraine, as well as with state bodies, local self-government bodies, business entities, and public associations representing their interests.

The Council’s decisions will be of a recommendatory nature, but may be taken into account in further legislative initiatives of the President or the Government.
