Affordable Loans at 5-7-9%: Since the beginning of the year, Ukrainian businesses have received 2,553 preferential loans worth UAH 8.1 billion

Since the beginning of 2025, businesses have received 2,553 soft loans under the Affordable Loans at 5-7-9% programme totalling UAH 8.1 billion. Since the launch of the programme in February 2020, businesses have taken 106,300 loans worth UAH 368.1 billion. Last week, Ukrainian entrepreneurs received 436 soft loans worth UAH 1.3 billion.

“The Government’s Affordable Loans at 5-7-9% programme continues to support entrepreneurs who develop processing industries, invest in production modernisation or operate in the area of high military risks. In this way, concessional loans develop the real sector of the economy – they help businesses expand production and create new jobs,” said Andrii Teliupa, Deputy Minister of Economy.

Since the beginning of the year, businesses have received:

  • UAH 2.1 billion in investment loans;
  • UAH 2.1 billion for processing;
  • UAH 1.5 billion for lending in the high military risk zone;
  • UAH 1.5 million to support the sowing season.

The most commonly lent businesses are those operating in agriculture, manufacturing, wholesale and retail trade.

Among the regions, the leaders in terms of loan agreement amounts are Lviv, Dnipropetrovsk, Kyiv, Odesa, Kharkiv, Vinnytsia, Poltava regions and the city of Kyiv.

As of today, 46 banks participate in the programme, with Privatbank (49,300), Oschadbank (16,200) and Ukrgasbank (5,800) disbursing the largest number of loans since the programme’s launch.
