Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by Argentina and the foreign trade volume figures, which is derived from DIABASE data.
Since the beginning of the full-scale invasion of the russian federation against Ukraine, Argentina has taken a clear and consistent position in support of Ukrainian sovereignty, territorial integrity and internationally recognized borders. Although the Argentine Republic is not a military ally of Ukraine and does not provide lethal weapons, its contribution is significant in political, humanitarian and diplomatic spheres, especially in the context of Latin American countries and the Global South.
On the international level, Argentina has publicly criticized russian aggression since the early months of the war and has consistently supported Ukraine within the United Nations. Argentina has repeatedly voted in the UN General Assembly for resolutions confirming the illegality of russian invasion, demanding the withdrawal of Russian troops from Ukrainian territory. Argentina also highlights the need to hold responsible those who are guilty of violating international humanitarian law. Such support is strategic for Ukraine, as it demonstrates that condemnation of russian aggression goes far beyond Europe and North America.
In the humanitarian sphere, the Argentine Republic participated in the supply of medicines, consumables and humanitarian equipment, and supported relevant programmes through international organisations and foundations. Part of the aid was directed towards supporting the needs of civilian population affected by the hostilities, as well as supporting humanitarian initiatives for Ukrainian refugees in Europe. The amount of this aid was not large in financial terms, but it was practical and symbolic, demonstrating the solidarity of country of South America with the Ukrainian people. During the war, 16 humanitarian aid packages worth $600,000 were provided.
The position of Argentina on international humanitarian and criminal law should be noted specifically. The country supports the efforts of international institutions aimed at documenting war crimes and bringing to justice those guilty of serious human rights violations. In this context, the Argentine Republic advocates preserving the central role of the UN as a platform for collective security and peaceful conflict resolution, which is consistent with the Ukrainian position.
Military aid to Ukraine from Argentina is limited. The state does not supply lethal weapons and does not participate in military-technical programmes related to hostilities. This position is explained by internal economic difficulties, traditional Argentine caution regarding military conflicts outside the region, and the focus of the country on diplomatic and humanitarian instruments of foreign policy.
Another important aspect of support for Ukraine is the historical and political context of Argentina. The country is traditionally sensitive to issues of territorial integrity and sovereignty of countries, given its own position on the Malvinas (Falkland) Islands. That is why Argentine diplomacy perceives the russian war against Ukraine not only as a regional conflict, but as a dangerous precedent for violating the international order.
In May 2024, during official contacts between Ukraine and Argentina, the two sides announced their intention to strengthen bilateral cooperation in strategic areas, particularly in energy, infrastructure, agriculture, and the reconstruction of Ukraine. In the same year, the parties announced plans to resume the work of the joint intergovernmental commission on trade and economic cooperation, for the first time in almost two decades. The negotiations also focus on the possibility of Argentine companies participating in agricultural projects in Ukraine, supplying equipment for grain and fertilizer storage, as well as in projects to rebuild and modernize Ukrainian infrastructure with the potential for further growth in mutual trade.
