Doing business
For the third year in a row, the Republic of Azerbaijan has been supporting Ukraine in its fight against russian aggression through humanitarian, economic and political assistance. Azerbaijan sends assistance to Ukraine, including energy equipment to overcome the energy crisis caused by attacks on Ukrainian infrastructure. The total amount of energy assistance from Azerbaijani partners amounted to over $7.6 million, including power and oil transformers, electric transformers, complete substations, high-quality cabinets, wires, cables and other components for the operation of fuel and energy companies. Such support is a symbol of solidarity between the two countries, which have a common experience in fighting external aggression.
In the international arena, Baku supports the territorial integrity of Ukraine, although it does not officially condemn russia because it is trying to maintain relations with russia for its regional interests. At the UN, the country voted in favor of resolutions supporting Ukraine’s sovereignty. Azerbaijan has also expressed its readiness to mediate in possible negotiations between Ukraine and russia, demonstrating its interest in a peaceful resolution of the conflict.
Thanks to the efforts of the Azerbaijani side, recreation and psychological support programs were organized for Ukrainian children from the frontline regions. More than 200 Ukrainian children have already visited Azerbaijan and received social and psychological assistance. This program is aimed at stabilizing their emotional state. It is planned that another 60 Ukrainian children will be able to take a recreation course in Azerbaijan in the near future.
In November 2024, Svitlana Hrynchuk, Minister of Environmental Protection and Natural Resources of Ukraine, and Mukhtar Babayev, Minister of Ecology and Natural Resources of Azerbaijan, signed a memorandum of cooperation on the sidelines of the UN Climate Change Conference (COP29). The two countries agreed to deepen cooperation in the development of environmental technologies, waste management, biodiversity conservation, remediation of contaminated areas, prevention of industrial pollution, etc.
In 2023, trade relations between Ukraine and Azerbaijan significantly strengthened, covering such areas as energy, agriculture, and food security. Both countries are seeking to boost bilateral trade. To this end, a number of memorandums have been signed to simplify export and import procedures and improve the investment environment. At the same time, procedures for food exports were improved, including the harmonization of 16 forms of veterinary certificates to ensure compliance with Azerbaijan’s requirements. This contributed to the expansion of food supplies.
Exports from Ukraine to Azerbaijan last year showed an increase of about 15% compared to 2022. Azerbaijani companies are interested in grain crops, particularly corn and barley, which remain key export items. Ukraine also supplied sunflower and rapeseed, which are relevant to the Azerbaijani agricultural market. Exports of energy resources and engineering goods have also become an important element in trade relations.

The Republic of Azerbaijan remains an important trading partner for Dnipropetrovsk region as well. The level of partnership relations is evidenced by the bilateral analysis of foreign activities. The volume of goods exports from the Dnipropetrovsk region amounted to $19.8 million and increased by 8.2% compared to the previous year. Azerbaijani enterprises are most interested in ferrous metal products, meat and edible offal, edible fruits and nuts, electrical machinery, etc.
56 enterprises in Dnipropetrovsk region exported their products to the Azerbaijan market, including metallurgical, machine-building, processing and agricultural enterprises.

Imports of goods from Azerbaijan to the Dnipropetrovsk region increased by 38.8% compared to 2022 and amounted to $17.85 million.
33 importing companies in the region bought Azerbaijani goods the most, namely: edible fruits and nuts, oil and its distillation products, plastics and polymeric materials, vegetables, aluminum and aluminum products, and others.
