Canada continues to support Ukraine in defending its territory, sovereignty and independence from russia and holding the aggressor country responsible for its brutal and unjustified invasion. The country continues to use all available means to support the economy and people of Ukraine.
The Government of Canada strongly supports increased economic pressure on the aggressor country. Canada has imposed sanctions on more than 1,400 individuals and entities in russia. In March 2023, Canada announced a ban on imports of russian steel, aluminium, and derivative products, ranging from materials for the construction of railway and tram tracks to pipe products.
Canada has joined the Atrocity Crimes Advisory Group (ACA) for Ukraine, along with the United States, the United Kingdom and the European Union. The ACA will directly support the efforts of the War Crimes Investigation Units of the Prosecutor General’s Office of Ukraine to document, preserve and analyse evidence of war crimes and other atrocities committed in Ukraine to ensure that those responsible are brought to justice.
Since the beginning of the last year, the Government of Canada has provided over $8 billion in various forms of assistance to Ukraine. This amount includes more than $5 billion in financial assistance, more than $1 billion in military support, $352.5 million in humanitarian aid, $127 million in economic support, and more than $102 million in security and stabilisation assistance. It should be noted that in terms of per capita, Canada’s aid to Ukraine is one of the highest in the world. In addition, at the end of March 2023, the state budget of Ukraine received $2.4 billion (about $1.8 billion) from Canada as a loan on favourable terms.
Ukraine has already received seven shipments of humanitarian aid from Canada totalling more than 25 tonnes to overcome the consequences of russian aggression. Canada has also donated seven electrical transformers, worth about $2.2 million, in order to help repair Ukraine’s power grid, which has been destroyed by russian criminal attacks on civilian infrastructure. These transformers were delivered by the EU Civil Protection Mechanism.
In February 2023, Canada pledged over $32 million to support further security and stabilisation in Ukraine. This includes $7.5 million for mine action; over $13 million for accountability efforts, including to tackle conflict-related sexual violence; and over $12 million to counter chemical, biological, radiological and nuclear threats.
The Government of Canada provides Ukraine with invaluable military assistance, including M777 howitzers, Leopard 2 tanks, 200 Senator armoured vehicles, 4,500 M-72 anti-tank grenade launchers, NASAMS systems with relevant ammunition, 39 armoured combat support vehicles, anti-tank weapons, small arms, satellite imagery and many other weapons.
In April 2023, Canada announced a new military aid package for Ukraine in the amount of $39 million. Thus, Ottawa will transfer $34.6 million to the NATO Comprehensive Assistance Package for Ukraine (CAP) Trust Fund. These funds will be spent on: 3.3 million litres of fuel for Ukraine; modular bridges for crossing water areas; and a project to provide medical kits. Another approximately $2.5 million will be spent on 40 50 calibre sniper rifles and ammunition. In addition, approximately $2 million will be spent on 16 new radios from L3 Harris to accompany the Leopard 2 tanks.
Canada has made a crucial contribution to the defence capability of Ukraine by providing military training to our armed forces for years. Since 2015, the Canadian Armed Forces have been training Ukrainian soldiers and officers as part of Operation Unifier. To date, Canadian instructors have trained more than 35,000 Ukrainian soldiers, and this process continues at NATO training bases.
Canada’s support helps to keep the Ukrainian economy stable, strengthen the defence capabilities of the AFU, support vulnerable groups of society, and investigate war crimes.
The development of mutually beneficial trade and economic cooperation also remains an important priority for both countries.
