“The Ministry makes great efforts to ensure that international technical assistance projects focus on empowering communities. This interaction has a significant positive impact on the lives of local residents and the capacity of the local government system in Ukraine. Communities are becoming more self-reliant and capable of implementing recovery projects.
I would like to thank Canada for its support and comprehensive engagement in the recovery process. The CLIR assistance will help communities better understand their recovery priorities, gain the necessary knowledge and tools to develop effective comprehensive recovery projects that take into account the needs of all groups of residents,” commented Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine, Minister for Communities, Territories and Infrastructure Development of Ukraine.
In total, more than 300 communities from 11 war-affected regions of Ukraine expressed their desire to participate in the initiative. The selected communities were divided into 6 groups based on geographical proximity and similar needs:
“During a great war, it is extremely important for the country that territorial communities become leaders of reconstruction. This is impossible without building deep competencies and effective institutions at the local level. CLIR’s comprehensive expertise in inclusiveness, gender and sustainability will be key to effective recovery. A systematic approach will strengthen the capacity and resilience of territorial communities in the long term,” said Oleksandra Azarkhina, Deputy Minister for Communities, Territories and Infrastructure Development of Ukraine.
CLIR experts will provide selected communities with expert support in the following areas: strategic management and planning, establishing partnerships with international organisations and attracting external investment, developing social services, support in developing recovery and development plans and strategies, implementing sustainable development principles, etc.
The Community-Led Inclusive Recovery (CLIR) initiative is implemented by the SURGe Project, an international technical assistance project funded by the Government of Canada at the request of the Ministry for Communities, Territories and Infrastructure Development of Ukraine. SURGe is an inclusive governance project in Ukraine implemented by Alinea International and funded by Global Affairs Canada.
