Case study: how an interactive map of open Wi-Fi hotspots works in Dnipropetrovsk region

Residents of the Dnipropetrovska oblast can easily find the nearest Wi-Fi hotspot during blackouts thanks to an online map. The Dashboard of Free Wi-Fi Zones project covers more than 2,160 locations in 86 communities in the region – 1,017 of them are open during scheduled or emergency blackouts. Every day, 200+ thousand visitors use the service.

If the power goes out, you don’t have xPON at home yet, and you need to send a document or connect to a call urgently, use the interactive map. Here you will find the nearest open Wi-Fi within 10-20 minutes on foot.

Libraries, schools, ASCs, hospitals, starostas, resilience centers, and parks are already connected to the network. Even during scheduled or emergency power outages, more than 1,000 locations continue to operate. On average, each location has 100 visitors, 50 of whom use Wi-Fi.

The next step is to scale the project to the whole of Ukraine. To create a network of Internet access points in each region that will work even in emergency situations.

The dashboard, which was launched on October 1, 2024, is a successful initiative of cooperation between the Dnipro Regional State Administration team and local communities in cooperation with Internet providers.

The idea arose in the summer of 2024 during prolonged power outages. The CDTO team of Dnipro region held field meetings in all seven districts where the need for public Wi-Fi zones was identified. In each district, they met with providers to connect social institutions to the Internet using PON technology.

Thanks to such projects, Ukrainians stay connected, use online services, and monitor the work of government agencies. This means that Ukraine is being digitized.
