Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by Cyprus and the foreign trade volume figures, which is derived from DIABASE data.
The Republic of Cyprus has consistently supported Ukraine in its confrontation with russian aggression, providing assistance in the humanitarian, military and political spheres. The country joined the G7 Vilnius Declaration, providing Ukraine with security guarantees and participates in the European Peace Facility, allocating approximately €7.5 million annually for defence and reconstruction needs. Cyprus actively hosts Ukrainian refugees, supports rehabilitation programmes for veterans and children and participates in demining projects. Despite its own challenges, the country sets an example of stable European solidarity, combining humanitarian aid with long-term security initiatives.
The continued support of sovereignty of Ukraine and territorial integrity is particularly important. On 19 August 2025, President Nicos Christodoulides confirmed during consultations with European partners that Cyprus fully shares the common position of EU on judging Russian aggression and supporting Ukraine. On 21 August, Foreign Minister Constantinos Kombos publicly repeated the official line of government, emphasising that Cyprus is strongly committed to the sovereignty, independence and territorial integrity of Ukraine.
Cyprus supports EU sanctions against Russia. Country has been implementing a zero-tolerance policy towards sanctions avoidance since June 2023 and supports the initiative to use frozen Russian assets for recovery of Ukraine. The country is actively involved in the Crimea Platform and contributes to humanitarian and military aid programmes through European mechanisms.
As part of its participation in the European Peace Facility, Cyprus is allocating more than €3 million to military needs of Ukraine. These funds are being used to buy dual-use equipment, training Ukrainian military personnel, particularly engineering and demining units and strengthen defence infrastructure. Demining courses for Ukrainian specialists are being held in Cyprus in cooperation with the EU. Despite its limited resources, Cyprus remains an active partner of Ukraine within the framework of European security initiatives.
During the meeting in Kyiv on 16 September 2025, the Ambassador Extraordinary and Plenipotentiary of the Republic of Cyprus to Ukraine, Michalis Firillas, held talks with Ukrainian President Volodymyr Zelenskyy, during which he expressed the readiness of Republic of Cyprus to expand cooperation with Ukraine in the field of rehabilitation of citizens affected by the war. This includes assistance to veterans as well as children who have survived combat or been forcibly displaced. Ukraine and Cyprus plan to establish joint centres for treatment, recovery and psychological support, as well as programmes for the social integration of veterans and the adaptation of children to peaceful life. Cyprus can provide its own infrastructure for rehabilitation courses and share its experience in the field of humanitarian policy and social support.
The potential for cooperation between Ukraine and Cyprus is significant especially in the context of post-war recovery of Ukraine. The experience of Cyprus in the areas of financial services, shipping and tourism could be useful for the development of the Ukrainian economy, particularly in infrastructure reconstruction and green energy development.
At the regional level, Dnipropetrovsk region has close economic ties with Cyprus. The Republic ranks first among foreign investors in the region, with 246 Cypriot companies operating there, investing $2,993.4 million, which is 53.4% of all foreign investment in the region and 30.1% of investment in Ukraine as a whole. This level of economic interaction indicates high potential for further growth in investment activity and strengthening of the partnership between Cyprus and Dnipropetrovsk.
According to the results of 2024, the volume of exports of goods from Dnipropetrovsk region increased more than 2 times and amounted to $5.7 million. Among the goods that are in demand among Cypriot consumers are agricultural products, toys, furniture, machinery and equipment, etc.

More than 10 enterprises from Dnipropetrovsk region carried out export operations. The main exporting companies are enterprises in the agro-industrial complex, the processing industry and mechanical engineering.
According to the volume of exported products, the TOP-5 exporter enterprises include the following:

Imports of goods from Cyprus to Dnipropetrovsk region amounted to $4.08 million, an increase of 8.5% compared to 2023. Dnipropetrovsk region traditionally buy pharmaceutical products, various food products, and essential oils.

Import operations were carried out by 3 importing companies.
