Entrepreneurs received almost 14 thousand preferential loans in the first half of the year under the program “Affordable Loans 5-7-9%”

Since the beginning of 2025, businesses have received 13,970 preferential loans under the “Affordable Loans 5-7-9%” program for a total amount of UAH 44.3 billion. Since the program’s launch in February 2020, businesses have attracted 118,400 loans totaling UAH 410.4 billion. Last week, Ukrainian entrepreneurs received 408 preferential loans worth UAH 1.5 billion.

“In the first half of 2025, Ukrainian businesses received about 14,000 preferential loans totaling more than UAH 44 billion. The state program “Affordable Loans 5-7-9%” supports entrepreneurs working in the real sector of the economy. The vast majority of affordable loans under this program are used to finance investment goals, develop processing, and support businesses in areas of high military risk,” said Deputy Minister of Economy of Ukraine Andriy Telyupa.

Since the beginning of the year, businesses have received the most loans under the program in the following areas:

  • 12.3 billion hryvnia — for processing;
  • 11.4 billion hryvnia — investment loans;
  • 9.9 billion hryvnia — for lending in areas of high military risk.

Most often, loans are granted to enterprises operating in the processing industry, agriculture, wholesale and retail trade.

Among the regions, the leaders in terms of the amount of loan agreements concluded are Lviv, Dnipropetrovsk, Kyiv, Odesa, Kharkiv, Vinnytsia, Poltava regions and the city of Kyiv.

Currently, 46 banks are participating in the program, with Privatbank (54,900), Oschadbank (18,100), and Ukrgasbank (6,500) issuing the largest number of loans since the program began.

The “Affordable Loans 5-7-9%” program is part of the “Made in Ukraine” policy for the development of Ukrainian manufacturers and is aimed at stimulating micro, small, and medium-sized businesses by reducing the cost of credit resources through state compensation or state guarantees.
