EU Council approves EUR 3.5 billion disbursement for Ukraine

Today, the Council of the European Union has decided to allocate another tranche for Ukraine under the Ukraine Facility in the amount of approximately EUR 3.5 billion. Earlier, the European Commission approved the allocation of funds based on a positive assessment of the report on the implementation of the Ukraine Plan in the fourth quarter of 2024.

Ukraine has fulfilled all 13 indicators set out in the Ukraine Plan for the fourth quarter. The implemented changes were aimed at harmonising Ukrainian legislation with European standards, economic resilience, digital transformation, energy independence and social protection.

“For the first time, Ukraine has fully and timely fulfilled all its obligations to international partners at the end of the year under a specific cooperation programme without any changes or adjustments. This is the result of the joint and coordinated work of government officials, MPs, European partners and all stakeholders involved in the implementation of the Ukraine Facility programme. The high assessment by the European Commission and the allocation of another EUR 3.5 billion confirms that we are moving in the right direction. This year, the pace will be even more intense, as 2025 is the year with the largest number of indicators and steps that Ukraine has to take. If we cope with this task, we will receive a total of EUR 12.5 billion in 2025,” said Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.

The Ministry of Economy, which acts as the National Coordinator of the Ukraine Plan under the Ukraine Facility, continues to monitor its implementation and submit quarterly reports to the European Commission.

The decision of the EU Council is the final step in the approval process before the funds are transferred to the state budget. The disbursement of EUR 3.5 billion is expected to take place at the end of March 2025.

Background

The Ukraine Facility is an unprecedented EUR 50 billion financial support to Ukraine from the EU aimed at macroeconomic stability, recovery and modernisation of the country in the period 2024-2027. Last year, the Ukraine Facility programme provided EUR 16.2 billion to the state budget of Ukraine. This is the largest amount of financial support from Western partners, accounting for 40% of the country’s external financing in 2024. These funds were made possible by the implementation of the measures envisaged by the Ukraine Plan under the programme.
