For the fourth time since the start of Russia’s full-scale invasion of Ukraine, the European Union has extended the transport visa-free regime with Ukraine, Ukrainian Prime Minister Denys Shmyhal says. Ukrainian carriers will no longer need special permits.
“We have also made significant progress in Ukraine’s sectoral integration into the European Union. The European Parliament approved the extension of the transport visa-free regime for Ukraine until the end of 2025,” Shmyhal said.
The European Parliament’s website notes that the rules for Ukrainian carriers have changed somewhat.
Thus, all Ukrainian drivers engaged in international transportation must carry documents confirming the legality of the trip, including an indication that even empty vehicles are moving within a transit or bilateral route.
In addition to the documents, the vehicle’s windshield must have a special sticker certifying that the vehicle is covered by the new agreement. Its absence can be interpreted as a violation and lead to a fine or a ban on entry.
The agreement also added the concept of a safety clause. This is an opportunity to temporarily suspend the agreement in certain regions of the EU if serious violations of the local transportation market caused by the agreement are recorded.
The transport visa-free regime is a special agreement that simplifies road freight transportation between Ukraine and the European Union. Its official name is the Agreement on Freight Transport by Road, which Ukraine signed with the EU in 2022.
Under the agreement, Ukrainian carriers can freely transport goods within the EU without the need to obtain separate permits.
