Government adopts amendments to facilitate uniform application of approaches to classification of goods with the EU

On 24 June, the Government adopted a resolution “On amendments to the Procedure for the Ukrainian Classification of Goods for Foreign Economic Activity”, which was prepared by the Ministry of Finance to ensure the implementation of EU legislation in Ukraine with regard to the approaches to classification of certain goods according to the EU Combined Nomenclature.

This will ensure that all customs authorities apply the rules of classification of goods in a uniform manner when making decisions on the classification of goods under the Ukrainian Classification of Goods for Foreign Economic Activity (UKTZED) and decisions on binding information on the classification of goods*.

The Government resolution also instructs the State Customs Service to ensure:

  • publishing a list of the effective decisions on the classification of goods in accordance with the EU Combined Nomenclature provided for in the relevant EU legal acts as of the date of adoption of the resolution, provided that such decisions do not conflict with the provisions of the International Convention on the Harmonised Commodity Description and Coding System, and updating it at least once a quarter;
  • preparing and publishing information on the conformity of the codes of goods specified in the relevant EU legal acts with the codes of the current version of the UKTZED Commodity Nomenclature;
  • finalising the relevant software.
