Government approves the Procedure for Maintenance of the Genetically Modified Organisms State Register

The Cabinet of Ministers of Ukraine issued Resolution No. 451 “On Approval of the Procedure for Maintenance of the Genetically Modified Organisms (GMO) State Register”.

The document was prepared by the Ministry of Agrarian Policy and Food of Ukraine pursuant to the Law of Ukraine “On State Regulation of Genetic Engineering Activities and State Control over Placing Genetically Modified Organisms and Products on the Market”.

The Resolution provides for the establishment and operation of an integrated state information system that will allow for the recording, monitoring, integration, storage and dissemination of information on registered GMOs.

The introduction of such a registry is a necessary step to ensure transparency in the field of biotechnology, improve consumer safety and comply with Ukraine’s obligations under the Association Agreement with the European Union.

The Resolution also harmonises Ukrainian legislation with EU regulations on GMOs. In particular, Directive 2001/18/EC on the deliberate release of genetically modified organisms into the environment and Commission Decision 2004/204/EC on the functioning of registers for recording information on GMOs. This creates a regulated system of accounting and control over GMOs identical to the EU, thereby helping to reduce the negative impact and risks to human health and the environment.

The adoption of the resolution will also help to improve control over GMOs, better inform citizens and international partners about registered organisms, and create preconditions for further improvement of biosafety in Ukraine.

The document will come into force simultaneously with the Law of Ukraine “On the State Regulation of Genetic Engineering Activities and State Control over Placing Genetically Modified Organisms and Products on the Market” in September 2026.
