Humanitarian and energy support from Azerbaijan to Ukraine in 2025

Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by Azerbaijan and the foreign trade volume figures, which is derived from DIABASE data.

After the start of the full-scale invasion of the russian federation in Ukraine, Azerbaijan has consistently demonstrated support for Ukrainians in such spheres as humanitarian, energy and diplomatic. Despite the difficult geopolitical balance in the South Caucasus, Baku has consistently defended the principles of respect for the sovereignty and territorial integrity of Ukraine. Azerbaijan has increased its practical assistance from financing the renovation of energy infrastructure to supplying equipment to deal with the consequences of russian attacks. Such support has not only a humanitarian but also a strategic aspect. It strengthens the partnership between two countries, demonstrating common vision of regional security and energy stability.

Since 2022, Azerbaijan has provided Ukraine with more than $42 million of financial support, including humanitarian aid, energy support and participation in infrastructure reconstruction. The assistance includes supplies of medicines, food, clothing, essential items, as well as 134 transformers, 70 generators and over 2 million metres of power cables and other equipment critical for repair of destroyed energy facilities of Ukraine. The energy support provided in cooperation with SOCAR is aimed to providing continuous functioning of hospitals, children’s institutions and life support services. Among other things, SOCAR supplies fuel for emergency vehicles and humanitarian mission transport. Azerbaijan was among first countries to send humanitarian aid to Ukraine back in February-March 2022 and continues to make regular deliveries to this day.

In August 2025 President of Azerbaijan Ilham Aliyev has signed a decree on allocating funds in the equivalent of $2 million to the Ministry of Energy of the Republic of Azerbaijan through the Azerbaijani President’s Reserve Fund . This aid includes the purchase and shipment of Azerbaijani-made energy equipment approximately 90,000 metres of cables and wires, 25 generators and 7 sets of transformers to restore power supply in regions of Ukraine damaged by hostilities.

Special attention is paid to the rehabilitation of war victims. According to data presented at the Ukraine Recovery Conference (URC-2025), held on July 10-11, 2025, the number of Ukrainian children who have undergone medical and psychosocial rehabilitation in Azerbaijan has reached 330 people, twice as many as the previous year. The programs include physical treatment, psychological support and long-term stay in specialized children’s institutions. These initiatives are implemented jointly with Azerbaijani medical and humanitarian organizations with the support of the Government of Azerbaijan.

In addition to humanitarian areas, Azerbaijan is actively involved in recovery of  social infrastructure of Ukraine. In the city of Irpin, one of the most affected settlements in the Kyiv region, Baku supported the reconstruction of a school, a city clinic and a park, and also financed the construction of four new social facilities, including rehabilitation centers and cultural and educational institutions. In Kyiv, rebuild of an orphanage and a city park has been completed, symbolizing solidarity and the desire to revive peaceful life.

An important area of ​​support is the demining of the territory of Ukraine. Having significant experience in this area after the Second Nagorno-Karabakh War, Azerbaijan transfers technical equipment, engineering solutions, consultations, and training programs to Ukraine. The Azerbaijan National Agency for Mine Action (ANAMA) has already delivered the first batches of special equipment, means of individual protection and components, and has offered training programmes for Ukrainian specialists in accordance with international standards. This support is extremely valuable in  practical value, as mines and unexploded ordnance remain one of the main risks to the civilians and for the economic recovery of  agricultural regions.

Alongside official support, civil society plays an important role. Azerbaijani non-governmental organizations and diasporas in Ukraine and Europe are actively organizing independent humanitarian initiatives, from purchasing generators and medical supplies to creating temporary accommodation for refugees, children and the elderly. These joint efforts of state and public structures of Azerbaijan form a systemic support for Ukraine, combining humanitarian, energy and social aspects and based on common values ​​of solidarity and mutual respect.

The Republic of Azerbaijan stays a key trading partner for Dnipropetrovsk region. The level of partnership is shown by a bilateral analysis of foreign activity. The volume of exports from Dnipropetrovsk region amounted to $24.2 million and increase of 22.4% compared to last year. Azerbaijani companies are most interested in ferrous metal products, meat and edible by-products, electrical machinery, railway locomotive parts.

More than 60 enterprises of Dnipropetrovsk region exported their products to the Azerbaijani market. These are companies of the metallurgical complex, mechanical engineering, processing industry, and agriculture.

The following importing companies were included in the TOP-5 by volume of exported products:

Imports of goods from Azerbaijan to Dnipropetrovsk region increased by 6.8% compared to 2023 and amounted to $19.06 million.

More than 30 importers in the region bought mostly Azerbaijani goods such as oil and its distillation products, edible fruits and nuts, plastics and polymer materials, ferrous metal products, aluminum and products thereof, and others.
